Duties

Help
  • The Digital Service Analyst will focus on bringing private sector practices, talent, and technology to transform the way the Command, SOF, and the Department of Defense ("DoD") builds and delivers software.
  • Leads major initiatives focused on Signals Intelligence (SIGINT), Electronic Warfare (EW), or Cyber software and data efforts.
  • Collaborates with other recognized technical experts within the command and throughout the federal government, as well individuals throughout private industry.
  • Plans and conducts pioneering work in area of technology and/or technology policy to deliver SIGINT/EW/Cyber digital services to the department and businesses.
  • Assesses the state of current projects in components and plans and/or leads interventions when needed.
  • Contributes to a talent strategy designed to bring leadership and staff with the skills to deliver world-class digital services within the SIGINT/EW/Cyber focus area into the command.
  • Incorporates the most current development methodologies and open-source practices into department product delivery.
  • Manages complex stakeholder environments, working with senior level officials across service commands and in the Office of the Command Chief Technology Officer (CTO) to build support and consensus for unit strategy and goals.

  • This position may require Temporary Duty (TDY) 30 days or less travel to various locations approximately 29% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter.
  • The incumbent may be subjected to short notice recall. Must reside within normal commuting distance of (50 miles).
  • May be required to work uncommon tour of duty hours, working either fixed or rotating shift which may include evenings, weekend and/or holidays.
  • Must be willing to undergo and successfully complete counter-intelligence scope polygraph with No Deception Indicated (NDI).
  • Position subject to one year trial period unless previously completed.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-12 level in the Federal service which includes championing modern technology development and management drawing on best practices from industry; leading major initiatives focused on Signals Intelligence (SIGINT), Electronic Warfare (EW), or Cyber software and data efforts; providing technical, policy, and programmatic guidance for SOF leaders for successful digital services delivery. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Position may be filled as a term appointment NTE 2 Years. Term appointments may be extended up to a maximum of six years. With DoD approval, term appointments may be extended beyond 6 six years, but not more than 8 years. **NOTE - A current Army employee with personal competitive status who accepts a time-limited appointment (such as term or temporary appointment) will forfeit their permanent status and become subject to the provisions of the term or temporary appointment. Permanent employees who accept time-limited appointments will not have placement rights to the previously held permanent position at the end of the time-limited appointment. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding.
