As the Chief Engineer, some of your typical work assignments may include:
The incumbent's objective is to bring the Ballistic Missile Defense System (BMDS) into being in an effective and efficient manner by providing authoritative and technically sound direction over a broad spectrum of technical and programmatic issues. To accomplish these responsibilities the incumbent:
Working with the BMDS System Engineer, provides, establishes, directs, and confirms technical approaches, baselines, and discipline of missile, test, radar, battle management and systems to effectively identify and resolve a broad spectrum of engineering technical issues and programmatic initiatives, while providing oversight, leadership, direction, and guidance to a multi-disciplinary staff on all related functional, operational, and engineering activities.
Selects, directs and enforces industry missile defense weapons systems development, quality assurance and assures sufficient workmanship to meet stringent missile flight requirements.
Ensures the appropriate level of program engineering, technical, and schedule assessment and evaluation activities and processes are implemented and sustained.
Develops and leads weekly joint government and contractor forums to expedite disciplined technical issues identification and resolution.
Manages the assessment and development of specific capabilities and integrates plans and schedules to meet critical deadlines within the MDA and with Component Program Offices and the Prime Contractors. Reviews formally controlled capability baselines and functional decomposition of system requirements. Determines requirements relationships and ensures traceability.
Identifies and corrects ambiguous and incompatible software, missile and radar engineering system requirements. Resolves requirements development, risk tracking, engineering, and testing issues. Provides engineering assessments, advice, and recommendations to the Director for Engineering and other organizational elements, including element contractors and subcontractors. Maintains program oversight and monitors contractor performance to ensure compliance with cost and schedule via the Earned Value Management System {EVMS), critical path management and Integrated Baseline Reviews (IPR's). Provides on-going oversight of the Prime Contractor's program execution.
Assesses program development progress and Technical Performance Measure.
Directs technology and hardware/software planning, design, development, test and evaluation, architecture development, technology insertion, systems baseline and configuration control, and overall system risks, development, integration, and interoperability.
Assists the Director for Engineering to summarize, measure, and focus upon key BMDS capabilities, vulnerabilities, risks, and development options.
Conducts joint government and contractor independent reviews to assess the progress of all relevant programs, and to identify potential roadblocks, and works across the technical disciplines within the MDA to address issues.
Defines, designs, integrates, validates and verifies the Elements contributions to the BMDS. Defines system /element/component capability specifications, internal and external interfaces, test objectives and requirement. Develops and assesses the concept of operations.
Coordinates with other DoD organizations, other government agencies, the private industrial sector, academic research institutions, and allied defense establishments to leverage expertise, and provide guidance and oversight regarding product development activities.
Represents the Director for Engineering, as required and serves as a senior spokesperson on matters related to technology development and application and engineering activities in a variety of high level forums. Routinely interacts with senior executives and general officer and flag officers within the Department of Defense, as well as with senior executives from national and international private sector industries, media representatives, academia, foreign officials, and staff members of Congress.

MANDATORY TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. 1. Comprehensive knowledge and proven research, development, testing, system engineering and technical expertise required to direct and provide strategic planning, system integration, interoperability testing and evaluation, and engineering conceptual program assessments and reviews for a complex weapons development and acquisition program.

Individual Occupational Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

The incumbent must possess comprehensive knowledge, including subject matter expertise and mastery, in such diverse areas as applied mathematics, simulation technology, test and evaluation, systems engineering principles and methodologies, concepts, theories and applications, technology transfer, acquisition policy and strategies, business administration and management, software and missile hardware, and quality assurance. These qualifications are coupled with a proven ability and professional level managerial experience that meets the mandatory technical and executive core qualifications.
Acquisition Certification :
1. This is a Critical Acquisition Position (CAP). Unless specially waiver by the appropriate official, the following are statutory mandated requirements: This CAP requires Systems Planning, Research, Development, and Engineering (SPRDE), Advanced acquisition certification. The incumbent has 48 months to achieve this certification.
2. This is a Key Leadership Position (KLP) and selectees must have PMT 4010, the Program Manager's Course, and PMT 4020, the Executive Program Manager's Course, completed within 6 months of assuming a Program Management KLP position and meet all other KLP requirements prior to entering the position in accordance with Department of Defense Instructions (DoDI) 5000.66, Change
3 Any Deviation from KLP requirements can only be waived by the Service or Component Acquisition Executive.3. This position requires a 3-year tenure agreement.
