The Transportation Industry Analyst (Oversight):

  • Develops and prepares a wide variety of complex qualitative and quantitative oversight data reports and analyses for information sharing with FTA headquarters, regional offices and the transit industry.
  • Manages the annual recipient oversight needs assessment program and development of the annual National Oversight Plan.
  • Manages analysis of oversight data and review outcomes to determine findings most indicative of non-compliance risk and develop improved oversight processes using greater risk prediction.
  • Prepares and delivers analysis, observations, detailed briefings, and recommendations through presentations to internal and external audiences. Delivers guidance and technical assistance to transit stakeholders and make recommendations.
  • Develops and exercises a thorough working knowledge of FTA’s organization and substantive programs, program and project management, program planning and budgeting, correspondence and reporting requirements, contract management and procurement processes, and FTA administrative policies and procedures.

The ideal candidate is a professional with experience in the oversight and analysis of transportation policy, programs or procedures is desirable. The idea candidate is also a motivated, experienced and self-reliant professional with exceptional analytical abilities, and effective communication and customer service skills.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience analyzing data, working with data record management systems, conveying technical information to senior leadership, and using data visualization tools and dashboards.
  • Experience assisting with the development of internal and external knowledge training tools, preparing briefs, and providing technical assistance to stakeholders.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12 it must include:

  • Experience developing and implementing efficiency and quality improvements to existing programs and the analysis of the impact on the public transit industry.
  • Experience preparing and delivering analysis, observations, detailed briefings, and recommendations through presentations to internal and external audiences.
  • Experience in contract management, including the development of scopes of work, management of cost, schedule and contract adherence, and technical direction of contractors.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Quality Management - Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards.
  • Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key
    performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
  • Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
