Summary

The position is located at the U.S. Department of Agriculture (USDA), Farm Production and Conservation Business Center (FPAC BC), and reports to the Chief Operating Officer. The purpose of the position is to serve as the Assistant Chief Data Officer (ACDO) with overall responsibility, accountability, and authority to coordinate and manage mission area-wide data and information as a strategic asset, bring advanced data analysis and business intelligence to difficult business problems.

Duties

  • Serves as the Assistant Chief Data Officer (ACDO) and expert advisor to the Under Secretary and four Agency Heads
  • Partners across the mission area to lead, drive, manage, and implement the mission area’s use of data and analytics to solve the most complex business problems while ensuring accountability and responsibility for information protection and privacy.
  • Leads the mission area in the development of data and analytics standards, risk, compliance, policy management, and program development and implementation.
  • Fosters a data driven culture that is cutting-edge to develop (or facilitate) business performance dashboards – a business performance management system.
  • Leads the effort for the mission area in the creation of analytics products such as data visualizations, scenario analysis tools, and prescriptive/predictive models.
  • Cultivates a data-driven organization through the development and enablement of the workforce.
  • Represents the business needs by aligning with Assistant Chief Information Officer (ACIO) in the technology strategy to improve data management maturity and ensure data is easily accessible yet secure.

Qualifications

MANDATORY TECHNICAL QUALIFICATIONS (TQs): All applicants must submit a written narrative response to the following TQs. You must address each TQ separately. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled. The Mandatory Technical Qualifications are listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. Each applicant must submit a comprehensive narrative statement that addresses the Mandatory Technical Qualifications outlined below. The narrative statement must include clear and concise examples that describe the applicant's level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative must not exceed 2 pages for each statement. Failure to meet basic qualification requirements and to submit narratives for the Mandatory Technical Qualification factors will automatically disqualify an applicant.

MANDATORY TECHNICAL QUALIFICATIONS:

1. Describe your demonstrated knowledge and experience in applying advanced data analytics and data science and management on the collection, use, and management of data and information on an Agency and enterprise scale.

2. Describe your demonstrated knowledge and experience in data governance principles, concepts, standards, and practices of large-scale data operations environments.

3. Describe your demonstrated knowledge and experience in strategic vision setting, strategic communication, effective decision making, budget, program design.

4. Describe your demonstrated management experience related to collaboratively working with Department-, Mission Area- and Agency-level senior leaders.
