The branch responsibilities include enforcing policy compliance, policy updates, policy waivers, e2 reports support, travel help desk, and respond to General Services Administration (GSA), Office of Management and Budget (OMB), and Department of Transportation (DOT) changes to travel/travel card programs/policies.

The Travel Management Specialist performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Act as a contributing specialist on large work activities or as a project manager or lead on travel projects/programs/activities. Applies experience and comprehensive knowledge applicable to the application of Federal laws, regulations, policies, procedures of financial management and financial policies regarding the FAA Travel Policy and Government Travel Charge Card program. Assignments require knowledge and experience working across functional and/or organizational lines. Typical assignments may include but is not limited to tracking and analyzing program data to ensure day-to-day operations, identifying, analyzing, and recommending solutions for complex/difficult problems; and recommending improvements to travel systems and processes.

Manages travel charge card program operations as the Agency/Organization Program Coordinator (A/OPC) for the FAA Travel Charge Card Program for assigned divisions of FAA travel charge card holders, which includes creating reports, monitoring travel charge card abuse and misuse, delinquency, preparing correspondence to employees and managers, providing guidance to employees and managers on complex issues, assisting Employee Relations, and Investigations personnel. Interacts with travel charge card holder’s organization Points of Contacts (POCs) and managers and external vendors such as travel card bank, travel system/operation staff and DOT to ensure travel card policy compliance and risk mitigation. May perform leadership functions for special projects for the FAA travel card program.

Updates and responds to inquiries for FAA Travel Policy and the Government Travel Charge Card program. Supports the National Program Coordinator for FAA’s Travel Charge Card Program for the travel charge card program administration activities. Established policies and/or procedures provide guidance for most assignments but allow considerable discretion for the Travel Management Specialist to select the most appropriate approach, develop new approaches or recommend new processes. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Resolves most problems and work issues without the assistance of a manager or other professional. Works with management and/or experienced professionals to solve problems.

Execute skills necessary to support management and for completion of travel projects and program requirements. While performing travel program requirements identifies and requests additional resources as required. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. Work is rarely reviewed, typically through status reports and at project completion to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Work activities impact directly on the travel program initiatives that impact the FAA travel program.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE STATEMENT: Experience supporting a travel card program that involves interaction across an agency and compliance management in support of the travel card operations.
