Duties

Help

As the Payroll Management Specialist, you will:

  • Manage the federal and trust payroll function for approximately 900 employees of the National Gallery, critically reviewing to ensure the accuracy of all disbursements associated with the federal and trust payrolls including, but not limited to, garnishment, benefits, taxes, social security, retirement, legal notices, etc. Ensure all deadlines are adhered to; that all transactions are properly supported; and all applicable governing policies and procedures are complied with.
  • Prepare a variety of complex reports, written analyses, and recommendations for the Office on programmatic and budgetary matters. Secure necessary modifications to program plans to reflect resource strategies and budgetary constraints. 
  • Resolve complex financial management issues for payroll matters and is responsible for determining the appropriate analysis tools and methodologies to conduct the reconciliation of these issues. Provide advice and counsel for systemic problems pertaining to financial/accounting systems and to ensure agency adherence to federal and professional accounting standards. Ensure that financial transactions are recorded, and that financial and programmatic data captured in financial systems are reliable and accurate. Provide cash accounting support and reconciliation analysis to personnel and management.
  • Supervise a GS-11 position and plans work to be accomplished; sets and adjusts priorities, and prepares schedules for completion of work; assigns work based on priorities, selective consideration of the difficulty, requirements of assignments, and capabilities of employees; develops performance standards; evaluates work performance of subordinates; gives advice, coaching, counsel and instructions to employees on both work and administrative matters; recommends appointments, promotions, or reassignments.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-501-13. For this position, specialized experience is at least one year of experience, equivalent in responsibility to the GS-12 level in the federal service,managing payroll for an entire organization.

  1. Payroll Management – Ability to oversee all payroll functions for an entire organization.
  2. Payroll Systems – Knowledge and experience with large-scale timesheet and HR/payroll processing systems
  3. Agency Payroll Laison – Serves as the National Gallery’s primary payroll Agency Security Officer (ASO) responsible for disseminating high level payroll guidance, regulations and other critical communication provided by various federal agencies and payroll service providers to managers and administrators.
  4. Supervision, communication and collaboration – Knowledge and ability to supervise, train or work with others in discussing timesheet and payroll topics and issues that are often sensitive and/or high priority in nature .

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
