Help

Major Duties:

  • Serving as expert on strategic staffing and recruitment to agency management officials, recruiting staff, and other agency program staff within OPM and at customer agencies.
  • Providing senior level consultative guidance and advice to agency officials interested in recruiting products and services to solve specific challenges, often involving intricate coordination and negotiation.
  • Marketing and promoting OPM's reimbursable products and services to Federal agencies.
  • Determining client needs and negotiate aspects of reimbursable agreements/contracts (including project scope, costs, personnel and performance).
  • Developing and reviewing pricing proposals and memorandum of agreements that include budget estimates and financial documentation for customer agencies.
  • Procuring vendor support through the federal contracting process for the delivery of recruitment and branding services to include drafting Performance Work Statements (PWS) and Intergovernmental Cost Estimate (IGCE).
  • Interpreting policies, developing guidance, and creating standard operating procedures on recruitment programs.
  • Developing program revenue projections and monitoring expenses for multi-million dollar contracts.

Qualifications

For the GS14: You must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all of the following duties:

  1. Managing recruitment and branding projects where contractors or vendor services were utilized;
  2. Providing technical guidance on recruitment and branding related issues to various stakeholders;
  3. Estimating resource requirements and preparing budgets for human resources projects;
  4. Presenting information to high-level audiences; and
  5. Coordinating the work of team members inside and outside the immediate organization.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level.
