This is a TERM position Not to Exceed (NTE) 6 December 2028. In accordance with DODI 1400.25 Vol 2005, dtd 3/3/12, the individual selected for this position may be extended or made permanent without further competition.

Duties

  1. Plans, organizes, and directs the activities of AF A2/6CD Strategy Branch, ensuring that 3CIT governance and strategy oversight complies with legal and regulatory requirements and meets enterprise needs. Develops goals and objectives that integrate organization and 3CIT objectives.
  2. Applying Air Force cyberspace operations and communications experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of Air Force Cybersecurity, Cyber-Operations, Communication, and Information Technology (3CIT) initiatives and other assigned programs. Analyzes and evaluates substantive program operations, management and organizational effectiveness, efficiency, and productivity with regards to AF A6 strategy documents, such as the Air Force's Information Dominance Strategy.
  3. Represents AF A2/6 with a variety of 3CIT organizations and stakeholders. Establishes, develops, and maintains effective working relationships with DOD, Joint, SAF, AF, Service, MAJCOM, and subordinate staffs. Meets with key stakeholder and coordinating officials to assess mission accomplishment, explain organization policy and procedures, and resolve problems that arise.
  4. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives.

  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GG-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.


EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge and ability to consolidate various information sources to support strategy development, key strategic processes; and overall development, assessment, and improvement of Air Force and Joint-service plans, and concepts. advanced management and organizational principles and practices of the Air Force Cybersecurity, Cyber-Operations, Communication, and Information Technology (3CIT) capabilities and military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Qualitative and/or quantitative methods for the assessment and improvement of Air Force 3CIT strategy and other programs in support of developing Planning, Programming, Budgeting and Execution (PPBE) process. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the Air Force Cybersecurity, Cyber-Operations, Communication, and Information Technology (3CIT) capabilities and military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

2. Skill of qualitative and/or quantitative methods for the assessment and improvement of Air Force 3CIT strategy and other programs in support of developing Planning, Programming, Budgeting and Execution (PPBE) process as well as the policy, procedures, and schedules for developing PPBE inputs, including Program Objectives Memoranda (POM), Budget Estimate Submissions (BES), and Financial Planning and executions in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, issue papers, and budget documents.

3. Knowledge of safety and security regulations, practices, and procedures.

4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

5. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. Ability to prepare and present briefing. Possess effective writing and speaking skill to articulate pertinent program management issues in applications of TDL acquisition for Air Force systems.

6. Ability to make critical, independent decisions, present and influence top management level decisions, and support and defend decisions to higher-level management.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
