Duties

Help

As a Human Resources Specialist (AGR Transition Manager), GS-0201-11, you will manage and administer a variety of personnel programs, advises management and counsels employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements. Conduct program analysis to determine activity trends and compliance with program requirements. Advise management on potential program problems such as organizational patterns of leave usage. Provide interpretation of National Guard Bureau (NGB) regulations. Analyze, interpret and clarifiy policies, directives and other issuance by NGB, and DoD for statewide application. Develop instructions pertaining to AGR personnel administration matters and makes recommendations to the HRO, staff directors and major unit commanders to ensure compliance with requirements. Responsible for processing DD 214s, retirement orders, Surviver Benefits Plans (SBP). AGR Order amendments. Coordinates with HRO and retiring Soldier and family. Advises retiring AGR Soldier of transitioning assistance requirements. Manages and established transition leave forecast for retiring Soldier and Supervisor. Responsible for all AGR Medical retirements and coordination with nearest active installation and Physical Disability Agency. Responsible for all administrative separations for AGR force. Responsible for transitioning any North Carolina Army National Guard Service member from the Active Component pay system. Project and populate projected organizational losses in required systems. Responsible for transitioning T32 AGR Service Members the mobilization and demobilization cycle for continuity of orders. Responsible for the accurate and timely processing of personnel actions, Conduct internal audit of personnel actions processed to ensure compliance with regulatory and legal requirements. Performs other duties as assigned.

Qualifications

Base Qualification Requirements:
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Ability to assess body language and perceive emotional and/or distress levels; and,
Skilled in applying procedures and directives by reading and interpreting program material.

Minimum Requirements: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Must have at least one year specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Experienced in performing personnel program requirements that involve advising supervisors and managers; and experienced in completing accession planning and processing; Experienced in advertising positions, processing assignments or reassignment actions; Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities.
