Help

In this role, you will:

  • Leads engagements with inter-agency (e.g., senior leadership Grants Management Division (GMD), External and Governmental Affairs (EGA), Office of the Associate Director for Management Resources (ADMR), Office of Acquisition and Agreements Management (OAAM), Office of Chief Counsel for Semiconductor Initiatives (OCC-SI)) and external stakeholders (e.g.,the Federal Financing Bureau , Office of Director of National Intelligence (ODNI), independently leading discussions with management teams of semiconductors customer and semiconductor industry associations) to ensure compliance and programmatic alignment with corresponding Notice of Funding Opportunities as it relates to federal regulations associated with the CHIPS Incentives Program.
  • Leads the development and management of net-new standardized processes for operationalizing pre and post-award tracking and monitoring of loan distribution and OTAs. Reviews requested changes and approves those that are consistent with DOC, NIST and CPO policies and procedures. Oversees the overall planning, direction, and execution of application processing and award issuance including development and assignment of goals and objectives for lower-level organization components.
  • Develops standard operating procedures and policies that define operational tasks associated with executing preparation of award documents for execution and ensures necessary approvals as required by the Federal and Department requirements. Consults CHIPS Operations leadership to ensure processes are effectively followed and changes are made where needed.
  • Independently formulates and conducts, leads, manages, or consults on an administrative/business program or policy issues of considerable scope, complexity, importance. Isolates issues that need study and/or improvement, resolving critical problems or developing new concepts, policies/procedures and methodologies. Provides interpretation of laws and regulations concerning use of Federal funds and qualifying program expenditures.
  • Independently formulates and manages the implementation of action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with agency goals, schedules, and policies.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST) in the federal service. Specialized experience is defined as experience in application administration and program/project management; and experience utilizing cloud-based management information system software (Ex. Salesforce) and accounting and grant processing systems.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
