Provides authoritative advice and assistance to program and project personnel during the initial planning phases of assigned programs to ensure proper consideration of management factors as well as technical factors involved in successful programs.
Prepares and presents briefings and reports to high level managers within the Organization and other components.
Perform Program Management, contract management and management oversight on contracts.
Serves as a Subject Matter Expert (SME) on the Acquisition System, Program, Planning, Budgeting and contracting laws and policies.

Qualifications
Qualified applicants must possess:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience planning, designing, and conducting studies and/or analyses of plans, programs and projects related to establishing contracts, providing advice and assistance to stakeholders and preparing and presenting briefings and/or reports to management.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
