Duties

Help
  • Design and maintain efficient process flows and user stories related to order to cash (O2C), procure to pay (P2P), and record to report (R2R) business cycles including identifying operational improvements to enhance overall systemic effectiveness.
  • (continued)-Ensures processes are in accordance with accounting standards and policy.
  • Oversee the implementation and sustainment of system changes to include conducting user acceptance testing, assisting in the development and execution of training and drafting standard operating procedures.
  • (continued)- Assist end users and escalate issues related to system readiness.
  • Consults with cross functional process owner representatives across DLA representing logistics, acquisition, legal, finance, and information operations.
  • Expert advisor to the DLA G-Invoicing Program Manager (PM) and J8G Division Director, regarding G-Invoicing system status, processes, issues and risks, internal controls, and functionality requirements.
  • Works in conjunction with the Program Team to analyze audit findings, identify root causes, and recommend system changes to remediate deficiencies.
  • (continued)- System changes will be designed to improve internal controls as documented in the corrective action plan.

Qualifications

To qualify for a Lead Financial Service Analyst, your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience which equipped you with the competencies to successfully
perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14
level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other
pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and
any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience
includes:

  • Leading teams and employees to accomplish work requirements (including prioritizing work, assigning, reviewing, and providing feedback on work products).
  • Experience with DLA's order to cash (O2C), procure to pay (P2P), and record to report (R2R) business cycles.
  • Designing, developing, and implementing system changes based upon US Treasury, OMB, DoD, and SFFAS accounting standards, guidance, and regulations.
  • Analyzing audit findings and determining appropriate internal controls to remediate the audit finding.
  • Creating presentations and effectively communicating them to internal and external stakeholders, end users and leadership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
