Help

As a Program Analyst, you will:

  • Lead meetings, training sessions, and conferences, consultations, as requested.
  • Provide technical assistance to FHWA Division Offices, State Departments of Transportation, and non-traditional partners by creating policy, guidance, impact stories, training, and oversight tools.
  • Liaison with other Civil Rights Teams and other FHWA Offices in drafting and preparing timely responses to all levels of inquiry from internal offices and external
  • Develop new program directions and initiatives in response to Emerging Issues, Leadership Priorities, and Program Delivery Risk Areas; designs, develops and directs research studies to be undertaken in-house or by outside contractors to inform state of the practice, new policy, and address problems.

The ideal candidate is a mid-level professional with experience and knowledge of Federal transportation programs and authorities.  Candidate should have experience applying Equity and Civil Rights related elements in planning and project delivery. Candidate should possess excellent facilitation, customer service, and partnership skills; and demonstrate process and project management experience.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience for the grade at which you are requesting consideration. You will be asked related questions as part of your application, but you need to verify how you meet the specialized experience in your resume and applicable documentation or you may be deemed ineligible.  

For the GS-13:You must have at least one year of experience, equal or equivalent to the GS-12 grade levelwhich included:

  • Experience developing Equity and Civil Rights programs, and applying related federal laws, regulations, and executive orders to deliver federally funded programs and projects.

For the GS-14:You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-13 grade levelwhich included: 

  • Experience applying transportation policies, programs, funding, and authorities in the delivery for plans and projects; AND
  • Experience leading development of Equity and Civil Rights programs, and serving as advisor to resolve conflicts in the application of related federal laws, regulations, and executive orders to deliver federally programs and projects.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Program Management - Provides national leadership in developing, implementing, and evaluating Equity research, policies, guidance, regulations, and programs to incorporate equity in the programs, services and activities of recipients and sub-recipients of Federal-aid highway formula grant and discretionary grant transportation programs. 
  • Communication - Variety of internal and external communications from small group to national.
  • Research/Analysis - Coordinates and participates in drafting and reviewing training, research, toolkits, and guidance materials to a variety of stakeholders with varying levels of program knowledge.
  • Technical Knowledge- Financial Management related to contracting and grants. Developing and implementing Strategic Plans.
