Help
  • Manages/directs technical and administrative personnel in project management activities.
  • Defines, develops and sets strategy and policy for accomplishment of assigned objectives.
  • Provides oversight and coordination of all support organizations, collocated and non-collocated matrix engineering, IPT memberships, and systems and support contractors.
  • Develops plans which affect the organization’s long-range goals, objectives, and directions and require an analytical approach in order to forecast future trends and results.
  • Makes extensive use of technical resources external to the immediate project office, initiates, plans, and directs a variety of activities critical to mission accomplishment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. NH-03-Specialized Experience: One year of specialized experience is defined as: 1) Performing acquisition life cycle product/project development with managing cost, schedule, performance and risk for a program of record or non-program of record communications systems; 2) Performing Contracting Officer Representative (COR) duties/responsibilities such as conducting technical evaluations, source selection, evaluating performance or writing performance work statements (PWS) AND 3) Coordinating logistics or technical support for deployed systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11).

Education

  • This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval.
  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
