Duties

Help

You will serve as a Supervisory Counterintelligence (CI) Analyst assigned as the Deputy Assistant Director for Analysis and Production. You will be primarily responsible for all matters related to the supervision and management of CGCIS intelligence analysis and production under the USCG Title 50 National Intelligence Element program as part of the U.S. Intelligence Community (IC). 

Being a Coast Guard (CG) civilian makes you a valuable member of the CG team.  Typical work assignments include:

  • Serving as the CGCIS senior intelligence analyst, whose duties involve supervising, managing and leading all CGCIS activities pertaining to all source analysis of intelligence and information regarding adversarial intelligence collection and threats directed against the USCG and the United States. 
  • Managing g CGCIS analytic efforts to identify potential threats directed against the USCG and U.S. national security; mentoring junior analysts and teaching them how to apply analytic tradecraft and techniques to assess threats posed by foreign intelligence entity, including threats from international terrorist and transnational criminal organizations. 
  • Directing the coordinating and liaison with relevant intelligence and federal law enforcement organizations, and other inter-agency partners to collect and share information along with finished intelligence community analytical products.
  • Supervising, directing, and overseeing the writing of predictive all source analytic products – incorporating USCG reporting as applicable – to support the Counterintelligence and CGCIS mission. 
  • Overseeing CGCIS analyst participation and involvement in the CGCIS collection management process by identifying intelligence gaps and leveraging collection requirements. CI, Human Intelligence, Insider Threat & Attaché Duties, and Program Management.
  • Maintaining a close working relationship with counterparts within the USCG, DHS, Department of Defense, and IC.

Qualifications

At the GS-14 level: Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal sector.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work such as: 

  • Providing guidance/training on intelligence production and dissemination;
  • Performing intelligence production tasks and its impact on one or more foreign countries;  
  • Serving as a subject matter expert in intelligence information sharing;
  • Designing, analyzing, and evaluating alternative strategies and making definitive recommendations.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Recruitment incentives may be authorized. 

Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation
incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.

This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.
