Duties

Help

  • Serves as a specialist to the State/JFHQ IG in processing U.S. Army Inspector General Action Requests (IGARs) and U.S. Air Force Complaints in accordance with AR 20-1 and AFI 90-301 respectively, and other applicable guidance.
  • Conducts oversight and quality review for investigations into allegations, ensuring thoroughness, impartiality, and appropriateness of any action taken.
  • As a specialist, the incumbent is responsible for the training and execution for access and use of the web-based U.S. Air Force Inspector General Automatic Case Tracking System (ACTS III) for reporting and recording Inspector General contacts and complaints, the processing of complaints and the recording of complaint resolution within the Air Force Complaint Resolution Process.
  • Assists in the establishment and implements the Fraud, Waste and Abuse (FWA) program in accordance with United States Army and Air Force Guidance and the applicable requirements and guidelines set out in the Department of Defense (DoD) Hotline program for reporting Fraud, Waste and Abuse complaints.
  • As required, assists members of the Army National Guard and Air National Guard on all matters and concerns related to the application, enforcement or condition of the U.S. Army or Army National Guard or U.S. Air Force or Air National Guard in accordance with regulation/instruction, policies and procedures. Conducts the State's Inspector General Program, ensuring that complaints/issues presented, rightfully belong in the IG process.
  • Provides advice on all matters under investigation by the Office of the State Inspector General and conducts or oversees investigations, as required, in effecting a resolution for an IG complaint or IGAR.
  • Provides assistance and advice to the State Inspector General or Adjutant General, as required, on all matters subject to the jurisdiction of the Office of the State Inspector and as directed by the Adjutant General.

  • Employee must be a citizen of the United States by birth or naturalization.
  • Employee must have no record of criminal punishment except for minor offenses or derogatory information contained in IG records as screened by the USAIGA and SAF-IG.
  • Employee will be required to attend and successfully complete the Headquarters, Department of the Army Inspector General Course and the Secretary of the Air Force Inspector General Inspector General Training Course for Investigations and successfully complete the Department of the Army Inspector General Refresher training as required by The Inspector General of the Army, and the Air Force Worldwide Training Conferences as required for refresher training.
  • Employee will be required to obtain and maintain a SECRET clearance. A minimum of an interim secret security clearance is required before an individual can perform any IG functions or have access to IG records. Inspector general positions are designated as noncritical sensitive. Positions requiring a higher clearance level must be designated as such in accordance with DOD 5200.2-R and validated by the Office of Personnel Management's Position Designation Tool.
  • Position requires travel to support National Guard units statewide. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Applicants referred for consideration will be subject to a database check against the Army Inspector General Action Request (IGARS) and the Air Force Complaints Resolution (ACTS) databases to screen for adverse information, substantiated allegations, and ongoing IG investigations. A social security number (SSN) is required to conduct the background investigation; applicants must supply their SSN when asked by the hiring authority.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

GENERAL EXPERIENCE: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:

  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.

SPECIALIZED EXPERIENCE: Must have 36 months experience education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives, regulations and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. Able to keep track of multiple investigations; create and update databases and present complex information to leadership. Candidate must have excellent organization skills.

Education

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.
