Duties

Help
  • Evaluates the effectiveness and productivity of the Branch information access functions and activities by analyzing its technical methods, administrative controls, case documentation, quality control and review and clearance processes.
  • Ensures Branch functions effectively in serving as central point of contact in the Department for FOIA appeals and FOIA litigation cases.
  • Coordinates and negotiates with counterparts in other federal agencies to develop and implement policies and procedures for handling document and records requests that cross agency lines.
  • Establishes policies, procedures, and courses of action for the Branch with respect to the processing of FOIA appeals and FOIA litigation cases to ensure that the Department meets its legal obligations in this area.
  • Plans and programs fiscal, human, and technological short and long-term recourse requirements for the Branch.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service that provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience planning work and establishing priorities for a staff
  • Experience directing the full range of analytical and evaluative work including of initial processing of information access requests
  • Experience evaluating new or modified government information legislation and regulations for their impact on Federal information access programs
  • Experience consulting with all levels of officials to resolve existing and emerging information access issues
  • Experience conducting analysis of all aspects of proposed and existing operating programs and procedures for a staff

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

There is no substitute of education for specialized experience for the GS-14 position.

Qualified candidates are assigned a score between 70 and 100.
