Duties

Help
  • You will report directly to the Comptroller and may serve as "acting" Comptroller in their absence.
  • You will develop, maintain and submit the command budget to the Comptroller for review.
  • You will perform complex financial analysis and provide recommended courses of action to senior leadership.
  • You will be responsible for the day to day financial integrity of the command's Standard Accounting, Budgeting and Reporting System (SABRS) and Command Financial Management System (CFMS).
  • You will review the commands Standard Accounting, Budgeting and Reporting System (SABRS) and Command Financial Management System (CFMS) data to determine obligation trends, adjusting funding re-allocations as necessary.
  • You will be responsible for the command's timekeeping/payroll requirements in the Standard Labor Data Collection and Distribution Application (SLDCADA) and Defense Civilian Payroll System (DCPS).
  • You will provide an analysis of projected costs to the Comptroller on a monthly basis for all non-labor funding.
  • You will direct work-flow, guide employees in the application of established procedures, assign new or additional work when required, train new employees, develops performance appraisals and initiates personnel actions.
  • You will review employee work in progress or upon completion for compliance with instructions and overall quality.
  • You will manage all human and financial resources within the parameters of all applicable regulations.
  • You will present monthly budget briefs to the Commanding Officer and Comptroller.
  • You will develop responses to financial data calls (annual budget calls, tri-annual/mid-year reviews, certified obligation reports, JON structure reports) from headquarters Information Dominance Forces Command and other higher level organizations.
  • You will present data call responses to the Comptroller in an accurate and timely manner.
  • You will develop reports as necessary to provide the Commanding Officer, Comptroller and command financial stakeholders with the appropriate financial information to make informed budgeting and execution decisions.
  • You will utilize the Defense Travel System (DTS) for all command travel.
  • You will inform the Comptroller in a timely manner of all travel issues not resolved at the Travel Division.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a Polygraph Examination.
  • This position may require a 2-yesr DCIPS Trial Period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • PPP applicants must currently hold the required security clearance.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:

  1. Formulating, developing, maintaining and submitting the monthly budget to the Comptroller for review.
  2. Preparing and presenting monthly budget briefs to senior leadership.
  3. Managing the organizations timekeeping/payroll requirements.
  4. Directing work-flow, assigning new or additional work, developing performance appraisals, training new employees, and reviewing work for compliance with instruction and overall quality.
