Duties

Help

The selectee will serve as an Environmental Protection Specialist, responsible for the management and implementation of all environmental programs.  These programs include: the above and below ground storage tank program, hazardous waste and hazardous materials management, pollution prevention, environmental permitting, air pollution control regulations, wastewater control regulations, emergency planning and community right-to-know act, oil and hazardous substances contingency planning, PCB management, ODS Management Program, pesticide compliance, environmental training, storm water pollution planning, permitting, historical and archaeological resources protection, potable water regulations, and natural resources management for the Base.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Preparing directives and procedures containing specific policy, objectives and guidelines of the Hazardous Materials Control Program.
  • Interpreting and developing hazardous material standards and formulating criteria tailored to the Coast Guard's workplace.
  • Functioning as the Emergency Coordinator for hazardous spills and advising the Base Facility Engineer on spill response and clean-up operations on site.
  • Preparing technical specifications and scopes of work for assigned projects; preparing and maintaining applicable permits necessary to ensure compliance.
  • Performing annual in-house environmental compliance audits and responding to inquiries from Coast Guard units, upper management, and various state and federal agencies on environmental matters.
  • Managing the hazardous waste storage and disposal program for the Base to include researching and assisting in the development of pollution prevention plans and contingency plans.

Qualifications

AT THE GS-11: Applicants must have at least one year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience includes: Reviewing and approving all hazardous material procurement requests and functions as the fund's manager for the Hazardous Material Distribution Center (HMDC); participating on the Base Safety Board, maintaining the Base Authorized Use List; and participating in other committees and meetings as necessary to provide technical guidance in matters of environmental compliance, protection and hazardous materials control.  

OR

at least one of the following if using education to qualify at this grade level:

(A) a Ph.D. or equivalent doctoral degree;

OR

(B) 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

OR

(C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.

Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.  


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education

Student Loan Incentive:  Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.

Recruitment Incentive: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement.

"Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.

Relocation Incentive:  Selectee(s) for this position who are current federal employees on permanent appointments who would be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment.
