Duties

Help
  • Serves as a software representative, advisor and focal point for matters related to contract surveillance of software requirements, computer program requirements, design, coding, software testing and embedded real time software systems.
  • Applies substantial knowledge of information technology principles and software development practices and methodologies, evaluates adequacy of suppliers' software engineering program to achieve design and development objectives.
  • Provides award fee evaluation inputs.
  • When delegated, provides comments on test plans, test procedures, qualification testing, engineering changes, deviations, and waivers.
  • Provides an independent analysis (verification and validation) of software metrics such as execution time and memory budgets for programs, routines, systems, etc., in context of the total system requirements.
  • Maintains competence in the software development arena by reviewing technical periodicals, attending applicable seminars, and participating in Government and industry-wide computer software working groups and conferences.

Qualifications

To qualify for an IT Specialist (APPSW), your resume and supporting documentation must support:

A. Specialized Experience:

One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including , minimum qualifications, and any other regulatory requirements by the cut-off/closing date.

  • Experience with software acquisition.
  • Experience analyzing and reporting software performance data.
  • Experience with peer review techniques and tools.
  • Experience with coding standards and software testing.
  • Experience with frameworks for managing software development.
  • Experience with software metrics, reviewing, testing and auditing.
Individuals must have IT-related experience demonstrating each of the four competencies listed below.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
