Duties

Help
  • The incumbent serves as the primary developer and site manager for Center's/Commands internal web-based communication products.
  • Adheres to Knowledge Management (KM) methodology, working as a conduit to senior management on policy formulation/strategy and integration of KM policies and procedures.
  • The incumbent serves as the primary developer and site manager for Center's/Commands internal web-based communication products.
  • The incumbent will apply, records management and KM guidelines and best practices, SharePoint based web portal software, info work space collaborative, information environment, instant messaging operations, emerging technologies and guidelines.
  • Perform a wide variety of interrelated processes and to provide leadership, guidance and assistance to customers/users.
  • The incumbent will perform custom coding for web-based applications to integrate with Microsoft SharePoint, C# programming, JavaScript, jQuery, XML/XSLT, InfoPath, HTML, CSS, SPServices, SharePoint REST API, CSOM.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:
Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs. Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Qualifying Experience:
To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: The incumbent translates customer requirements into web design steps, web page formats, and file and directory structures to be built during SCRUM cycles. The incumbent develops and uses html templates, creates and enhances graphics using image-editing software, and incorporates multimedia elements for Agency web pages.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

This position may be designated as Emergency Essential. Incumbent must sign a statement of understanding and an agreement to continue to perform the duties of this position in the event of a crisis until relieved by proper authority. Incumbent's dependents shall be evacuated from the crisis zone with the same priority as other DoD-sponsored evacuees. You may be required, as a condition of employment, to take the series of anthrax vaccine immunizations to include annual boosters. This may also include other immunizations that may in the future be required for this position, or for a position you may fill as an emergency-essential alternate. Failure to take the immunizations may lead to your removal from this position or separation from Federal Service.

Because this position is in the Cyber Excepted Service, Veterans' Preference will be applied to preference eligible candidates, as defined by Section 2108 of the Title 5 U.S.C. in accordance with the procedures provided in DoD Instruction 1400.25, Volume 3005, "CES Employment and Placement." Education

There is no substitution of education for the qualifying experienceat the GG-12 grade level.

Upon appointment to this position selectees will have two years to meet the applicable SPeD certification requirements and will be required to sign a statement acknowledging the SFPC requirements and agreeing to permit the DoD to access and monitor the certification qualifications associated with this position.
