Duties

Help
  • Provides project management, business process reengineering/business analysis, change management, and IT software development and architecture experience and apply industry standard best practices to continuous process improvement.
  • Incumbent will be required to communicate and engage with stakeholders as the PM BEC representative to convey project status updates and general information.
  • Incumbent maybe required to serve as a Contracting Officer Technical Representative for acquisition development and sustainment contracts.
  • Incumbent will support the requirements analysis and management functions to accurately identify the needs of stakeholders and evaluation for feasibility into technical requirements and ultimately implementation of a capability.
  • Incumbent will be familiar with biometric standards and / or familiar with the DoD's biometric enterprise operating procedures, standards and guidelines.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Selectee must meet the DoDI 5000.66 requirements applicable to the Career Category of Program Management and Practitioner Career Level Certification must be met within 60 months.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Employee must be able to obtain and maintain a Secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled. such as one year experience at the NH-02 level that includes experience: 1. Analyzing data to develop and track plans, reports, documents, and briefings in support of organizational operations; 2. Tracking and completing organizational tasks and actions and provide analyses and recommendations on various one-of-a-kind and recurring projects/programs; 3. Reviewing directives, standard operating procedures, reports, briefings, or staff/talking papers to develop recommendations, documentation and correspondence; 4. Recommending improvements on the use and effectiveness of various management systems and procedures to ensure organizational goals are met; 5. Providing advice to management and/or supervisory personnel on a variety of administrative and support services to solve problems and improve organizational operations; and 6. Advising on administrative and programmatic matters and provide a full range of support services (i.e. prepare reports, workforce processes, and perform analysis related to cost, schedule and/or performance of efforts within the organization, etc.) to enable managers and other personnel to make informed and comprehensive decisions.

The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent).
