MAJOR DUTIES: This is not an all-inclusive list:

  • Provides financial accounting advice, analysis and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accounting policies, systems, and operating procedures.
  • Responsible for the planning, execution, and installation of all new and/or improved accounting systems within the division.
  • Designs, develops, adapts, revises, evaluates, and implements systems including those utilizing automatic data processing equipment.
  • Studies accounts, reports, and procedural instructions within the broad area of assignment and, as necessary, any legislative and program background pertaining to this program; holds discussions with program officials, employees, supervisors, etc., to learn the details of work processes and procedures; drafts instructions, procedures, manuals, etc., to implement the proposed system or to correct deficiencies in the accounting system uncovered during the study.
  • Renders advice to management on the effects of accounting changes approved and performs related duties necessary to the development of balanced recommendations. Monitors work operations to assure full compliance with procedures and published directives.
  • Makes formal presentations of completed systems packages including the acceptability of the data processing system applied to higher management levels for final approval.
  • Acts as catalyst between various office segments and assures smooth continuity of operations.
  • Provides financial advice and expertise to other organizational elements of the state ARNG during the development of integrated accounting systems.
  • Provides both professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager. P
  • Serves as a professional accountant administering accounting systems. Performs duties involving: receipt and distribution of funds throughout the state; maintaining the standard general ledger reporting system; analyzing report data which records transactions within the system for the purpose of correcting errors, recommending action on unfavorable trends, and preparing financial schedules for briefings, etc.; revising the system structure to implement new reporting requirements; and advising and assisting financial analysts in supported organizations on these matters.
  • Studies interrelationships of systems encompassing the entire spectrum of the Army financial arena (e.g., Standard Army Financial System (STANFINS), Integrated Army Travel System (IATS), The Commercial Accounts Processing System (CAPS), Standard Procurement System (SPS), Defense Joint Military Pay System - Reserve Component (DJMS-RC), Standard Army Intermediate Logistics Systems (SAILS), Joint Services Software (JSS), Standard Army Civilian Payroll System (STARCIPS), and Command Unique Systems. Assignments also require an understanding of the characteristics and capabilities of the accounting software architecture and Enterprise Data System (EDS) for Financial Management.
  • As the Accounting Officer, supervises the work of the Fiscal Accounting Branch within the Comptroller Division. Provides technical supervision of the work of numerous accounting technicians.
  • Plans subordinates' assignments and distributes workload according to priorities and work complexity. Provides counsel and
    instruction on work problems and administrative matters.
  • As the Senior Accountant in the division, assists, guides, directs and oversees all professional accounting work of the division.
  • Performs other duties as assigned.

  • THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and
    Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Position may be telework eligible after completion of probationary period.

Qualifications

Specialized Experience GS-12:
Have at least 1 year at the GS-0510-09, GS-0510-11, or GS-0510-12 grade?

OR at least 36 months of broadening finance, accounting and audit program experiences in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements. Candidate must have, at least, level one certification awarded before final approval and appointment is processed to the GS-0510-12 Supervisory Position. Experiences included training and guiding employees on various finance programs and assigning tasks. Experiences involved accounting program assignments, balancing finance program work requirements, compliance with specific finance program policies, and providing advice, mentoring, and directions on a wide variety career development options. The applicant must have professional experiences in addressing specific employee performance issues. The applicant must have demonstrated experiences in structuring assignments that created effective and efficient performance results with measured and improved task processes. The previous supervisory experiences improved training applications for career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have demonstrated experiences and endorsements on mentorship competencies provided to employees. Must have working knowledge of equal employment and affirmative action programs.

Education

All applicants for this position must possess the following basic requirements:
1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.

OR

2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours, however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in Paragraph One, provided that:
(a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;
(b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study described above in Paragraph One; and
(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
