In the position, you will be responsible for the implementation of the unit's Marine Inspector qualification program, and serves as a subject matter expert providing technical expertise and training leadership in the compliance duties of marine safety, vessel inspection, pollution prevention and vessel manning laws, regulations, treaties, and international conventions.


Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Conducting technical reviews of vessel's plans, safety management systems, operating systems, vessel and crew documentation and certificates to determine compliance with regulations and applicable standards.
  • Instructing on, conducting all inspections required concerning vessel navigation, intra-vessel communications, and alarm, lifesaving, firefighting, and pollution prevention systems.
  • Serving as the inspection team leader or specialty team leader (e.g. machinery, hull), in instances of extremely complex or large domestic vessel inspection projects.
  • Serving as unit's expert to develop in-house training, on the job training and qualification processes, as well as co-chair of unit's marine inspection qualification board.
  • Working with Marine Inspector Training Officer (MITO) to make qualifications recommendations to unit's Marine Inspector/Port State Control Officer (MI/PSCO) certification authority after verifications of completion of relevant Personnel Qualification Standards (PQS), industry orientation/indoctrination and other mandatory prerequisite training.
  • Providing recommendations to the MITO on training/qualification lessons learned, policy and procedure updates or changes, and other training/qualification processes

Qualifications

Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, or abilities to successfully perform the duties of this position and is typically in or related to this line of work.  Examples of specialized experience include:  

  • Providing technical expertise and training to new inspectors, providing input to program planning, and assisting on special more complex projects (ex.- inspections of foreign flagged vessels under the Port State Control program).
  • Developing strategies to train staff through both written and oral examinations.
  • Conducting and/or serving as a lead inspector on marine inspections for a variety of vessels (i.e., passenger, commercial, freight, towing vessels determining compliance with US and International laws).
  • Preparing, drafting and delivering briefings, technical analyses and Marine Inspector qualification presentations.
  • Providing recommendations to supervisors, sector commanders and district level command staffs pertaining to ongoing inspections and examinations.

The necessary Knowledge, Skills, and Abilities to perform this job are:

  • Knowledge of MI/PSCO safety protocols, especially as they relate to confined space entry procedures, and their application to the various vessel types. 
  • Ability to plan and direct new inspection and training techniques and programs on an on-going basis, applying new theories and developments to resolve critical problems with a great variety and complexity.
  • Ability to train personnel and determine, through written and oral examinations, the knowledge and skill set required to perform marine inspections of domestic vessels, and examinations on foreign vessels.
  • Ability to utilize training databases and computer-based competency certification and management systems
  • Knowledge of the marine industry and the specialized area of marine vessel inspection to include the  laws, treaties, conventions, regulations, and directives relating to vessel navigation, vessel inspection, vessel manning, and pollution prevention.
  • Knowledge of the broad range of vessel hull and equipment systems associated with emergency lifesaving; fire protection; navigation; welding; pollution prevention; etc.
