Duties

Help
  • Advises management of problems, trends, unfavorable ratios and deviations from normal situations which are disclosed by the analysis of resource management or cost information
  • Applies knowledge of accounting, budgeting and resource management practices, methods and procedures in the examination and analysis of regulations, laws, directives, and related transactions as they pertain to contracts for goods and services.
  • Provides financial analytical abilities in the areas of accounting, budgeting, and resource management practices to facilitate the conduct of financial management operations and support programs for the Directorate.
  • Determines financial status of accounts. Provides consultant services interpreting and explaining data elements and implications.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Position is designated Special-Sensitive: Must be able to obtain and retain a Top Secret security clearance based on a Special Background Investigation (SBI) and be eligible for access to Sensitive Compartmented Information (SCI).
  • Drug Testing: Must sign Dept. of the Army (DA) Form 5019-R (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) and
  • must pass urinalysis testing as required prior to appointment and periodically thereafter. This position is subject to random drug testing in accordance with (IAW) Army regulation (AR) 600-85.
  • Requires 20% TDY.
  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012,
  • Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all
  • Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.
  • Failure to obtain this certification within the required time may subject the incumbent to adverse action.

This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.

To qualify based on your experience, your resume must describe One Year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Analyzes resource management or cost information to advise management of problems, trends, unfavorable ratios, and deviations for corrective actions. 2. Prepares both recurring and nonrecurring regulatory and non-regulatory resource management and cost reports for the command. 3. Develops resource execution forecasting models, tools, and strategies for command staff personnel use in the planning, programming, and budgeting processes.4. Research historical fixed costs, variable costs and one-time costs and determines impact on total Directorate of Transformation resources.
