The Deputy Architect supports and assists the Architect of the Capitol who is entrusted with preserving, maintaining and enhancing the national treasures that make up the Capitol complex, comprised of more than twenty buildings, nearly 18.4 million square feet of space and more than 570 acres developed over 200 years. The Architect of the Capitol is responsible for the maintenance, renovation and new construction in and around the United States Capitol Building, the House and Senate office buildings, the Library of Congress, Supreme Court, Capitol Visitor Center, U.S. Botanic Garden and Capitol Power Plant.

As an integral member of AOC’s C-Suite team, the Deputy Architect is entrusted with fulfilling the mission to maintain and preserve historic facilities on Capitol Hill while balancing the needs of internal and external stakeholders, including Senate and House Committees, individual members of Congress and the Supreme Court and the public. In this capacity, the Deputy Architect performs the following:

• Responsible for shaping and providing the strategic direction of the agency and providing leadership and oversight to subordinate organizations through C-Suite executives.
• Provides administrative and business support to all offices and activities under the AOC administrative authority.
• Serves to strengthen the agency’s oversight, management and implementation of program management policies, processes and best practices.
• Leads and integrates offices and jurisdictions across the agency and ensures effective flow of operations.
• Establishes and maintains effective communications and working relationships with Members of Congress, oversight committees, heads of federal and other appropriate government agencies and external organizations and communities to advance AOC programs and objectives.
• Works with others to foster a culture where everyone belongs and is inspired to do their best work.
• Serves as key proponent and driver for agency policy, to include organizational development and strategic planning.
• Guides C-Suite executives leading critical agency programs and efforts to translate new legislation into program goals, actions and policies.
• Develops, implements, annually updating, and maintaining a long-term strategic plan.
• Represents the AOC and participates at relevant hearings, conferences and executive level meetings with officials from other federal and regulatory agencies, with Members of Congress and their staffs and private industry representatives.
• Acts for the Architect in their absence by performing necessary functions to govern agency operations.

Candidates must have proven executive leadership experience in delivering relevant comprehensive operational functions. A demonstrated aspirational leader who can build coalitions internally and externally to achieve strategic goals in a dynamic, operational environment of concurrent and competing priorities is essential. Must also possess the ability to motivate and manage a diverse, multidisciplinary staff.

The incumbent must be able to obtain and maintain a Top-Secret security clearance/SCI. This position is designated as emergency essential. The incumbent serves at the pleasure of the Architect.

Candidates should possess an undergraduate degree with a concentration in architecture, engineering, urban planning, business administration or a related field. A graduate level degree in business or a technical field is a decided plus. A candidate with architectural or engineering training is highly desired.

To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below:

• A citizen of the United States;
• A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B);
• A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible;
• A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or 
• A person who is currently an officer or employee of the Government of the United States.

• Successful completion of a background investigation commensurate with the risk and sensitivity level of the position

Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each Executive Core Qualification (ECQ) and Professional Technical Qualification (PTQ). Applicants currently serving in a Senior- Rated (SR) appointment (other than a temporary promotion), career Senior Executive Service (SES) appointment or have successfully completed a SES Candidate Development Program and have been certified by the Office of Personnel Management do not need to address the ECQs and must address each PTQ.

ECQ 5 – Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments or international organizations to achieve common goals.

Professional Technical Qualifications (PTQs):

1. Demonstrated experience providing strategic direction, management and oversight for the operational functions of a significantly complex organization including facilities operation and maintenance; safety, design, construction and project management; administration and modernization of information technology systems; productivity and cost-savings measures; strategic human capital management; and financial management to ensure budget, financial information and systems support strategic and annual plans.

2. Demonstrated leadership and managerial level experience delivering facilities management services with a workforce comprised of both bargaining and non-bargaining unit personnel executing areas of expertise such as engineering; architecture; historic preservation; skilled trades such as electrical, gardening, masonry, mechanics, plumbing, painting and plaster, sheet metal and wood crafting; and visitor services.

3. Proven leadership and management experience overseeing a large complex and/or historical facilities and the ability to communicate strategically to a broad group of constituencies to establish and maintain effective communications and working relationships including with Members of Congress, oversight committees, heads of federal and other appropriate government agencies and external organizations and communities to advance programs and objectives
