Duties

Help
  • Perform pre-award contracting functions that require the utilization of fixed-price, cost-reimbursement, or a combination of contract methods to procure equipment systems, programs or services.
  • Perform post-award functions to include contractor performance, negotiating Delivery Orders (DO), extensions, price adjustments, and modifications to the contract and/or similar agreements in accordance to contracting policies.
  • Prepare solicitation packages for distribution in accordance with agency policies.
  • Request or perform Price/Cost Analysis by analyzing and evaluating findings contained in audit reports.
  • Develop procurement packages to meet the needs of the agency.
  • Perform all aspects of the procurement cycle to include evaluating proposals, contract negotiations, execution, and administration of supplies, equipment, services, construction and/or special assigned programs.
  • These duties are described at the full performance level of GS-11. The duties at the GS-07, GS-09 level are developmental leading to such performance.

  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 3 years of entry on duty.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Education Requirement for the 1102 series:
A Bachelors Degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption:You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served "ON or BEFORE" September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series "ON or BEFORE" September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Qualifications for GS-07:
Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: (1) Assisting with pre-award contracting functions for the procurement of goods and/or services; (2) Assisting with contract reviews to determine accuracy and ensure regulatory compliance; AND (3) Assisting with contract bid proposals to execute contract awards.
OR
Education:
One full year of graduate level education (or law school) in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as, Accounting, Business, Contracts, Economics, Finance, Industrial Management, Law, Marketing, Purchasing, Quantitative Methods, or Organization and Management.
OR
Superior Academic Achievement:
Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Qualifications for GS-09
Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: (1) Assisting with post-award contracting functions for the procurement of goods and/or services; (2) Assisting with contract negotiations to help formulate a negotiation strategy; AND (3) Providing analysis of contractor performance to ensure contract compliance.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a degree, such as, Accounting, Business, Contracts, Economics, Finance, Industrial Management, Law, Marketing, Purchasing, Quantitative Methods, or Organization and Management or LL.B. or J.D

Qualifications for GS-11
Specialized Experience Required:
To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) Performing pre-award and/or post-award contracting functions to procure equipment, supplies and/or services; (2) Performing analysis of contract/procurement bids/proposals for compliance with specifications of negotiated procurements; AND (3) Developing procurement plans and/or packages to meet the needs of the organization.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree such as, Accounting, Business, Contracts, Economics, Finance, Industrial Management, Law, Marketing, Purchasing, Quantitative Methods, or Organization and Management.

NOTE: Selection(s) may be made at the GS-07, GS-09, or the GS-11 level. If selection is below the GS-11 level, the position will be considered Developmental with Full-Performance at GS-11.
