Duties

Help
  • Serves as a depot Construction Representative responsible for performing and/or directing the full range of field engineering functions.
  • Serves as Contracting Officer Representative (COR) when appointed in writing by the Contracting Officer with responsibility for "field and office" engineering management and surveillance of all contract construction.
  • Performs constructability review of plans and specifications to determine practicability from a constructive viewpoint.
  • Participates in or, as required, conducts site visit/showing and preconstruction conferences.
  • Review contractor's proposed working schedules for logic, adequacy and to determine whether construction schedules will be met and arrives at mutual agreement for minor adjustment in schedules.
  • Performs field inspections of contractor operations and construction processes at all stages of constructions to ensure compliance with plans and specifications.
  • Incumbent must have working knowledge of various Microsoft and automated database applications such as Excel, WAWF, CORT, EBS, AutoCAD, etc.

Qualifications

To qualify for a Construction Control Representative your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. For current and former Federal civilian service employees, to qualify for the GS-11 grade level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector. For all other applicants, to qualify for the GS-11 grade level, specialized experience must be at the GS-10 grade level or equivalent in the military or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • GS-10: Engineering aid or technician or surveying technician performing work directly related to construction, Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements, Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specification.
  • GS-09: Engineering aid or technician or surveying technician performing work directly related to construction, Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements, engaged in construction work, provided that the experience involved interpreting plans and specifications and inspecting workmanship for adherence to such plans and specification.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands
Work requires some physical exertion, such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. May require lifting of moderately heavy items, such as record boxes, and supplies. Frequent climbing ladders, scaffolding, and crawling is required, and sometimes entering confined spaces. At sites, the weather could be adverse, footing bad, and many other hazards exist. Fieldwork may be around heavy equipment, and in restricted areas around rotating mechanical and electrical equipment and energized electrical equipment including shafts, generators, motors, and switchyards. This work requires above average agility and dexterity.

Work Environment
Work involves regular and recurring exposure to moderate risks and discomforts. Work is performed in a combined office environment and industrial work area.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
