Duties

Help
  • Serves as a Program Analyst supporting Headquarters Department of the Army (HQDA), Office of the Deputy Chief of Staff (ODCS), G-2, DAMI-IM HQ INSCOM.
  • Responsible for management issues pertaining to resource actions from planning/program development through budget execution for both MIP (Military Intelligence Programs) and NIP (National Intelligence Programs).
  • Performs administrative, analytical, and evaluative work related to program operations, and advises management on the evaluation of the effectiveness of resource programs.
  • Coordinates with DAMI-IM Program Managers on the development long-range, multi-year intelligence programs within the NIP and MIP to include supplementals and submits all requirements into the program builds (POM/IPBS).
  • Analyzes budget estimates and supporting data and provides recommendations to assure compliance with regulatory and legal limitations and restrictions within the major resource programs.
  • Serve as the Contract Officer Representative (COR) for DAMI-IM contracts for equipment, hardware, software, license renewal, and minor service contracts.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two-year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position has been designated a Contracting Officer Representatives (COR) and is, therefore, required to have or be able to obtain and maintain the required training within 2 years of employment (See Additional Information).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes performing program management specific to budget administration, cost analysis and/or financial management.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

    Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position has been designated a Contracting Officer Representatives (COR) and is, therefore, required to have or be able to obtain and maintain the following training within 2 years of employment:. .
    • DAU CLC 106 "COR with a Mission Focus," (TYPE A) (Every 3 years)
    • DAU CLC 222 "COR Online Course," (TYPE B & C) (Every 3 years)
    • ACQ 0030 Overview of Acquisition Ethics (replaced DAU CLM 003 Ethics training effective 1 February 2022)
    • DAU DOD 0020 Combating Trafficking In Persons (CTIP) Training (Every 3 years).
    • Additional training mandated by the contracting activity or agency.
  • The following Refresher Training must be completed as required:
    • Minimum of 8 (Type A) and 16 (Type B & C) hours COR specific training (Every 3 years)
    • CTIP training (Annually)
    • 1 February 2022, CLM 003 Overview of Acquisition Ethics is retired and replaced by ACQ0030 (Annually)
    • Any additional training mandated by the contracting activity or agency
