Summary

The DCSA Counterintelligence (CI) and Insider Threat Directorate Cyber Mission Center's Cyber Engagement Branch needs a Cyber Threat Analyst to serve as a Liaison Officer (LNO). Responsible for building, developing, maintaining and utilizing collaborative networks and working relationships with key contacts within DCSA, the Intelligence Community, and other government agencies; developing, promoting and integrating DCSA CI cyber initiatives.

The selectee will serve in this role for 36 months. A one-year extension of this assignment may be granted based on mission need, supervisory approval, and host agency approval. DCSA will reassign you to another position at the conclusion of your participation as an LNO. At least six months before the end of the LNO assignment, your Directorate will work with you to find positions for which you qualify following completion of the Program.

As a INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:

- Develop inter- and intra-agency relationships to the benefit of DCSA and partner organization missions.
- Represent DCSA at cyber/counterintelligence working groups and analytical exchanges.
- Enhance counterintelligence-related cyber threat and vulnerability awareness among internal and external consumers.
- Conduct all-source research and analysis to identify and assess adversary intentions and capabilities to penetrate and exploit US networks and communications infrastructures.
- Apply analytic tradecraft and standards applicable to counterintelligence related cyber threat analysis.
- Produce and support the production of threat intelligence reports that communicate the results of analyses to those with a need-to-know.
- Present analytic findings in oral and written communications.
- Correlate and convert cyber-based threat and counterintelligence information into an understandable form for use and distribution in agency publications, training, and operational policy guidance.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes: Knowledge of a wide range of principles, techniques, methods, processes, and technology involved in intelligence and counterintelligence operations. Experience in CI and Cyber-focused research, analysis, and production. Also, demonstrated knowledge in cyber intelligence methodologies and practical understanding of relevant information technologies and computer/telecommunications network designs and operations.

Specifically you will be evaluated on the following competencies:
1. 3. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

4. Researching - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

5. Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
