Help

The position will require coordination of women's health activities for Medical, Nursing, and administrative support staff. Responsibilities include participation in planning, coordinating, and performing a wide range of daily critical administrative and special programs and technical functions.

This position requires the incumbent to possess knowledge and skills to identify problems, ability to gather necessary information, recommend action, and independently act based on their assessment of the issue. S/he reports directly to Women Veteran Program Manager and functions as a part of an interdisciplinary management team.

The incumbent is directly or indirectly responsible for and manages all aspects of Women's Health Administrative Operations within the Women's Veteran Program. This involves both long- and short-range performance improvement planning for clinical and administrative functions within the practice. He/she participates in multidisciplinary planning and implementation of comprehensive care for women veterans across all seven campuses which involves close collaboration with the Women's Veterans Program Manager (WVPM), the Women's Health Medical Director (WHMD), Primary Care Chief of Medicine (COM), and Women Health Care Coordinators. The incumbent ensures administrative coordination processes are in place to maintain current and new implementation of gender-specific health care needs of women Veterans, meeting National WHS Directives and mandates, TJC recommendations, and OIG requirements.

The incumbent interacts with all programs at ELPASOVAHCS both on professional and administrative levels in performing assigned duties and is in consistent contact with other departments throughout the system on administrative matters such as space, supplies, equipment, Environment of Care, Emergency Preparedness, and IT needs.

Establishes and continually reviews, updates, and develops complex administrative procedures that affect the orderly and efficient flow of work with parties and services outside the facility. Evaluates procedures and determines when changes need to be made and independently effects the changes.

Independently performs a variety of administrative functions ensuring the Women Veteran Program operational aspects of each location are met. Monitors various performance measures for each location, determines needs for improvement, implements practices to meet performance standards and monitors results for compliance.

The incumbent provides technical and administrative coordination of the Women Veteran program. Monitors and provides administrative technical support of special project work assigned to women's health staff based on priorities and the employee's area of expertise, using selective consideration of the difficulty and requirements of the assignments and staff capabilities.

Gives advice, counsel, and instruction to employees on work and administrative matters. Participates in interviewing candidates for open positions; provides input for appointments, or reassignment of such positions within the organization. Identifies and provides input towards achievement of women's health developmental and training needs of employees, providing or arranging for training as required. Appraises, analyzes and provides support of personnel requirements in order to reduce costs and assure effective performance of employees within the Women Veteran Program. Incumbent is to coordinate and participate in outreach events for Women Veteran Program.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2024.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of policies and procedures involving patient care eligibility in order to develop, coordinate, evaluate and administer the administrative duties associated with the position. Knowledge of Human Resource Management policies and ability to inform employees of pertinent HR programs and processes related to leave, discipline and performance. Knowledge of a variety of federal laws and regulations such as the FOIA, Privacy Act, HIPAA, etc., in order to prevent the unauthorized disclosure of patient information. Analytical ability in order to analyze and recommend changes both orally and in writing regarding administrative functions and organizational structure of a department in order to improve, quality, productivity, efficiency, and patient satisfaction. Knowledge of clinical function and medical subspecialties to monitor the workload, functions, determine resources and provide advice and resolve problems. Knowledge of and the application of technical skills for a variety of computer applications, software and programs that will allow for the development of supporting the creation of spreadsheets, and data profiles. Knowledge of supply and contracting policies and procedures in order to manage the Outreach and In-reach supplies for a department.
