Duties

Help
  • You will serve as a senior expert in the planning and execution of complex campaign level analysis.
  • You will serve as an authoritative source for developing, conducting, and analyzing Joint and Navy Campaigns
  • You will lead, plan, and conduct analysis and manages a variety of studies, reports and projects including action as project manager of contractor supported studies and products.
  • You will serve as an expert point-of-contact for all Navy current and future analytic baselines.
  • You will develop campaign and mission level model inputs and evaluates feasibility of all sources of input data utilized in model databases.
  • You will conduct analysis of mission and campaign level modeling results to evaluate relative achievability in reaching established metrics and identify the cause and effect of capability and capacity gaps and excesses.
  • You will prepare and deliver post-analysis reports, issue papers and briefings to accurately convey analytic insights to leadership to influence budget decisions.

Qualifications

There is a Basic Requirement for the 1515 Operations Research Analyst series in the Federal Government. In order to meet the Basic Requirement, you must possess: A Degree: in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the Basic Requirement, your resume must also demonstrate at least one year of specialized experience equivalent to the next lowest grade (GS-13) in the private or public sector performing Operations Research Analysis using the systematic examination and development of alternative courses of action to define and clarify the advantages and disadvantages of available choices to provide decision makers with sound, scientific, and quantitative information as a basis for making decisions, and performing the following:
1) Applying of a wide range of qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on programs and issues.
2) Applying advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to solve problems in need of immediate material solutions using statistical analysis; non-parametric analysis; modeling; simulations; decision theory; mathematical programming; regression analysis; and economic analysis.
3) Using expert knowledge and competence in the rigorous methods of scientific inquiry, mathematics, statistics, and other related scientific/analytical disciplines to evaluate the interrelationships and tradeoffs among competing requirements of national defense programs.
4) Analyzing current and future capabilities, researching, developing, and analyzing strategic and operational level campaign scenarios, real-world operations, and system employment.
5) Utilizing current analytic tools and leverage all applicable modeling systems and efforts.
6) Soliciting proposals for analyses and assessments that are aligned with the Analytic Agenda from resource sponsors across the spectrum of related topics and ensures that approved analyses are tasked appropriately.
7) Organizing, guiding, and leading teams to deliver complex analytic projects on schedule to inform decisions for national defense issues.
8) Expressing ideas at the strategic level in writing and orally describing situations, problems, analyses, and conclusions in a clear and succinct manner.

Additional information

You will serve as an Operations Research Analyst with the Chief of Naval Operations, Campaign Analysis Section of the Campaign Analysis and Modeling Branch (N816) which researches, develops and analyzes Navy Concepts of operation, participates in development of Defense Planning Scenarios (DPSs) and represents Navy in Joint and OSD analysis working groups in support of development of Analytic Baseline studies that are used within the DoD Planning, Programming, Budgeting and Execution (PPBE) process. The duty station is the Pentagon, Arlington, VA.

Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.

Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations.

This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
