About the Position: Announcement will be used to fill a Program Manager (Program Officer Acquisition), NH-0340-04, position with the Joint Project Manager for CBRN Special Operations Forces (JPM CBRN SOF). Position may be filled at either APG, MD or Stafford, VA. The NH-04 pay band encompasses grades 14 and 15 under the General Schedule (GS) system.

Duties

Help
  • Coordinate and develop procedures relating to the financial management, acquisition strategy, and logistical support services required by the project.
  • Assist in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, and acquisition plans.
  • Plan, conduct, and direct highly complex reviews and initiate reports which are provided to higher headquarters and other Department of Defense (DoD) commands with recommendations on the best courses of action for the project.
  • Identifies and balances risks, selects alternatives, and plans how to best accomplish the goals and objectives of the project within recognized guidelines.
  • Review and/or develop regulatory documentation for the acquisition project and recommend appropriate actions to obtain the approval.
  • Reviews input from integrated logistics systems sites for appropriateness of requests, availability of resources, and compatibility with the integrated logistics effort.
  • Project major milestones and events necessary for the strategic implementation of the acquisition project.
  • Briefs senior management at the DoD, Department of Army, and Program Executive Office Headquarters level on the status of the assigned programs.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • Business travel required up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

This position is subject to a salary control point established in the JPEO-CRND Acquisition Demo Business Rules. This control point limits salary to a max of $181,216 (GS-14, step 10).

Specialized Experience: One year of specialized experience is defined as: 1) Utilizing knowledge of the entire DoD acquisition process to provide oversight of complex programs in the Chemical, Biological, Radiological and Nuclear (CBRN) defense space. 2) Providing advice to internal and external stakeholders on decisions that impact all aspects of the acquisition project. 3) Providing situational awareness briefings and status reports to senior leaders in order to identify program issues, and/or progress in issue resolution. 4) Applying acquisition principles to streamline processes and enhance project efficiency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13.

  • This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval.
  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
