  • These positions serve as a Realty Specialist for the Color Country District or Green River District.
  • Determines land ownership and status in order to conduct research of lands records and related documents.
  • Assists in writing opinions and recommendations using the guidance of policies and regulations.
  • Assists in gathering information and data necessary to conduct environmental reviews from field examinations.
  • Reviews applications, proposals and Plans of Development for accuracy and compliance.
  • Prepares reports and assessments from the suitable source such as cadastral survey, hazardous materials, appraisal, cultural guidance, and mineral titles.
  • Functions as the contact in non-controversial communications with the public regarding realty matters on public lands.
  • Assists in the development of environmental assessments affecting public lands.
  • Assists with conducting on-site compliance examinations on rights-of-way, permits, and other use approvals.

  • The position located in Color Country District is a Bargaining Unit position.
  • Selectees with less than 3 years experience as a Realty Specialist (GS-1170) are required to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.

Qualifications

To qualify at the GS-07 level you must meet the following:

Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-05 level comparable in difficulty and complexity to perform the duties of a Realty Specialist. Qualifying specialized experience includes: Researching and reviewing information to provide to a variety of audiences; reviewing applications and proposals for accuracy and completeness; communicating non-technical information; and reading maps, aerial photos, and/or master title plats.
OR Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.
OR Education: To qualify based on education you must have one (1) full year (18 semester hours) of graduate-level education in a related field of study.
OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas.

Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
