Help
  • Serves as a JPEO-CBRND Product Lead performing the full range of administrative and technical supervisory duties for a team of assigned civilian (core and matrix), military, and contractor support personnel.
  • Responsible for all aspects of the acquisition process to include development, testing, system integration, production, fielding, sustainment, and product improvements with a multi-million dollar annual budget.
  • Collaborates with internal and external stakeholders on all matters effecting program execution to ensure cost, schedule, and performance goals are met.
  • Oversees POM planning, cost estimating, program planning, budgeting, program integration, and interoperability for all assigned programs.
  • Applies managerial and technical knowledge as well as defense acquisition principles to analyze situations, identify problems, probe causes, and select courses of action for technical and functional specialists to pursue.

  • Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • Business travel required up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • One year supervisory probationary period may be required.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

Specialized Experience: One year of specialized experience is defined as: 1) Developing and implementing strategic product development plans; 2) Managing all aspects of a defense acquisition program; 3) Interfacing with high-level internal and external stakeholders to ensure programs meet cost, schedule and performance goals; 4) Leading a team of acquisition professionals by prioritizing/assigning work, assessing performance, and developing subordinates; and 5) Providing programmatic leadership and specialized experience in system architecture, information systems, and/or data management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13.

  • This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval.
  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
