As a DEPUTY FINANCIAL MANAGER, GS-0505-12, you will:

This position is located in the Army Comptroller Division in the US Property and Fiscal Office (USPFO). The primary purpose is to serve as a "full assistant" to the Chief Financial Officer for the state Army National Guard (ARNG). In this regard, coordinates financial programs, provides leadership, makes management decisions, and establishes methodology for an effective and broad system of financial control; thereby ensuring the maximum utilization of financial resources for the state ARNG. Supervises professional, technical, and administrative personnel engaged in multifunctional tasks. In addition to duties performed as a full assistant, provides management oversight and guidance to the budget formulation and execution for the state ARNG budget.

  • THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Irregular and compensatory hours may be required to support operational requirements or contingencies.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • Required to obtain and maintain the appropriate security clearance.

Qualifications

EDUCATION REQUIREMENT:
Completed undergraduate or graduate education, the awarded college degree in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

SPECIALIZED EXPERIENCE:
Must have 1-year specialized experience in the competencies/knowledge, skills and abilities listed. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade. Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Knowledge, Skill, and Abilities (KSAs):

  • Knowledge of the principles and concepts of the National Guard financial budget business program.
  • Skill to serve as an advisor and consultant to top management regarding budgetary matters.
  • Skill to review, edit, analyze, and recommend approval or disapproval of proposed operating budgets and budget requests or requests for reprogramming and allotments.
  • Skill to develop data required for examining various options or scenarios related to budgetary issues that may adversely affect the organization.
  • Knowledge of appropriation accountability, regulatory/statutory limitations, scope, and latitude permitted by law and regulations.
  • Skill in interpreting and applying the concepts and practices of the planning, programming, and budgeting systems used in DOD and/or the ARNG.

Education

Completed undergraduate or graduate education, the awarded college degree in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

EVALUATION METHODS: Each applicant considered to possess the minimum qualification requirements will be further evaluated in accordance with the procedures outlined in SDNG Technician Pamphlet 335-T and subsequent MOAs.

BASIS FOR RATING: Qualified candidates will be assigned to one of three quality categories: "Best- Qualified", "Well-Qualified", "Qualified".

  • "Best-Qualified" Level. Candidate possesses the qualifications that substantially exceed the basic requirements of the position and would allow the candidate to perform effectively in the position almost immediately or with a minimum of training and/or orientation.
  • "Well-Qualified" Level. Candidate possesses the qualifications that exceed the basic requirements of the position and would allow the candidate to perform effectively in the position within a reasonable period of time (3-6 months).
  • "Qualified" Level. Candidate possesses the qualifications that meet the basic requirements of the position.
