Physical Demands: The work is primarily sedentary. There are no special physical demands for this position.

Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Major Duties:
  • Reports to the Technology Acquisition Center (TAC) Associate Executive Director; a Senior Executive Service Member position
  • Serves as the Deputy Associate Executive Director and is responsible for planning, managing and overseeing acquisitions in support of VA activities and other Federal Agencies while providing management oversight of the TAC
  • Develops, leads and directs the functions of a diverse subordinate staff to include Procurement Service Directors and their staffs as well as Operations and Engineering Service Directors and their staffs
  • Formulates and recommends policies and plans pertaining to acquisition planning, procurement, and contract administration in connection with acquiring the information technology (IT) supplies, equipment, and services required across the VA Enterprise and other Federal Agencies when appropriate
  • Analyzes, interprets and applies Federal procurement regulations or their equivalent
  • Provides advice and technical guidance for initiatives such as IT hardware and services contracting, consolidated procurements, and other complex initiatives

Qualifications

Individual Occupational Requirements:


Basic Requirements for GS-13 and Above

A.
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

AND

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
  • Mastery in planning, managing and executing complex acquisition strategies and methodologies for acquisitions that are large dollar, multi-year, technically complex, and national in scope; formulating and implementing complex acquisition strategies and methodologies.
  • Interpreting and applying acquisition/procurement policies and laws where little or no precedent exists for formal solicitations.
  • Coordinating requirements documents including performance work statements, statements of work, evaluation of quotes, proposals or bids for goods and services, execution of all required documentation and determinations related to the acquisition, properly executed award of the action, and appropriate obligation to the government to acquire the goods and services and interactions with other federal agencies or business entities.
  • Working all aspects of management including budget and employee development/evaluations/corrective actions.
  • Overseeing/directing the full range of acquisition services involving manpower management, review and analysis of work measurement and performance.
  • Utilizing excellent oral and written communication skills to collaborate effectively and professionally with Senior Executive Service members, senior leaders and managers, customers, subordinates, co-workers and others internal and external to the organization.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education

There is no education substitute for the GS-15 level.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
