Duties

Help

  • Assist the Lab Chief in planning and managing total resources to meet program's varied commitments. Provides advice and assistance in helping to assure Lab Chief has all the resources required to accomplish a quality job/project. Assists Lab Chief in formulating, proposing, implementing, and controlling budgetary plans for Laboratory operations. Establishes separate budgetary expenditure accounts for personnel, supplies and equipment, travel and contracted services and tracks these accounts weekly.
  • Coordinate personnel management activities including recommendations and review of proposed actions mechanisms used by NIH. At the request of the Lab Chief, incumbent discusses with the Administrative Officer needs for additional FTEs and funds for fellowship awards; Prepares personnel packages for recruitment, new hires, renewals and terminations for FTE and non-FTE packages.
  • Establishes administrative controls and procedures; advises laboratory staff members on regulations, policies, and procedures, prioritizes to accommodate fluctuating workload.
  • Make recommendations regarding spending patterns and major purchases to be made by lab. Also provides input regarding "end of year" and "set-aside funding. Gives advice, counsel, or instruction to employees on both work and administrative matters. Contacts all FTEs to make sure they verify their time cards each week and adjusts if needed. Informs the leaving approving official when timecards need to be approved.

Qualifications

You qualify at the GS-09 level, if you meet one of the following qualification requirements:
A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in gathering financial data for the development of annual budgets; preparing personnel actions; reviewing and approving travel requests; interpreting policies and regulations; and serving as an advisor on administrative matters.

B. Completed a Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related.

C. A combination of education and specialized experience that meets the qualification requirements for this position.
