Duties

Help
  • Provides expertise in the analysis, review, development and implementation of policies, procedures, goals, objectives, targets and priorities for the cultural heritage program statewide.
  • Evaluates use of cultural heritage program elements to ensure the national direction, goals, and objectives for cultural heritage stewardship and public service in the human dimensions of ecosystems management are met.
  • Serves as an advisor on complex heritage resources, collections management, repatriation, tribal consultation and/or paleontology issues.
  • Provides technical data, professional advice, or recommendations to BLM management officials on historic preservation activities.
  • Leads/participates in interdisciplinary groups to address complex and/or controversial issues within the state. Coordinates with other state office staffs and districts, and with the Washington Office as needed.
  • Provides guidance regarding National Historic Preservation Act, Archaeological Resources Protection Act, Native American Graves Protection/Repatriation Act, Federal Land Policy and Management Act, National Environmental Policy Act, etc.
  • Develops and provides training for BLM personnel in heritage resources management. Prepares and administers statewide contracts and agreements for cultural heritage professional services and activities. Serves as Contracting Officer’s representative.
  • Coordinates data adequacy standards and reporting needs statewide, with district and state database managers.
  • Provides technical input to Freedom of Information Act exemptions from release of confidential archeological and historic data and to appeals and litigation related to cultural heritage issues.

  • This position requires a qualified typist, able to type a minimum of 40 words per minute.
  • If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.
  • You must be 18 years of age or older to be assigned to a hazardous position.
  • You must pass a pre-employment physical.
  • You must possess a valid Commercial Driver's License (CDL) with Class A, B or C endorsement.
  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
  • May require a one year probationary trial {{CHOOSE ONE }} period.
  • PET POSITIONS ONLY-0802: You must successfully complete the BLM Petroleum Engineering Technician (PET) Certification Program and continue service in the Federal Government for 2 years from the date of obtaining PET certification.
  • This is a Bargaining Unit position.

Qualifications

This position has a Positive Education Requirement: There are multiple ways to satisfy the Education Requirement (see below)

1. Degree that included 3 semester hours each in the following course areas:
- History of archeology.
- Archeology of a major geographical area such as North America or Africa.
- Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
- Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.
- Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.
AND
Six semester hours of related course work in:
- geography, geology, or cultural geography;
- history, historiography, or historical archeology;
- environmental studies;
- scientific writing (nonfiction English composition); and/or
- surveying;
AND
Archeological field school.
OR
2. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in 1 above (including archeological field school).
OR
Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in 1 above, plus appropriate technical experience or additional education.
OR
3. Experience:
Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: comprehensive knowledge of heritage resources management, its principles, concepts and theories and in-depth knowledge of application and methodology in archeology, ethnohistory and how to apply those principles to successful management of treasured cultural resources. Includes field experience of site evaluation, stabilization, and reconstruction methods; writing professional cultural reports; designing and implementing archeological surveys; conducting archeological inventories, testing and excavating sites, and recording site information. Includes a wide-ranging knowledge of state and federal laws and regulations relating to cultural resources in order to resolve complex problems, devise strategies, and modify standard processes and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Most work is performed in an office setting and does not require special physical demands. Occasional field work may require standing or walking in rough terrain.

Work Environment: The position is primarily performed in an office setting. Occasional field work may involve exposure to adverse weather conditions or similar risks and discomforts.

Education

This position falls under the OPM Standards for Archeology Series, 0193 Individual Occupational Requirements (IOR).

There is no substitution of education for specialized experience at the GS-12 level.

This position has a positive education requirement (see qualification section for education requirements). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 20% of the annual salary. Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit.
