About the Position: This vacancy is for a Lock and Dam Equipment Mechanic WY-5318-08 developmental to the WY-11.

This position may be filled at either the WY-08 the WY-10 or the WY-11. The full performance level of the position is WY-11 and if selected at a lower grade the below listed duties will be performed in a developmental capacity under close supervision until the candidate reaches the WY-11.

This position is being filled using the Direct Hiring Authority (DHA).

Duties

Help
  • Implement and maintain a site-specific program of scheduled inspections, test operations, and preventive maintenance. Electrical distribution and lighting work varies from AC to DC and up to 480 Volts.
  • Perform planned and unplanned emergency repair and replacement of a wide variety of electrical, electronic, hydraulics, and mechanically interrelated/interlocking facility equipment and controls.
  • Equipment controls serviced are typically unique to navigation lock and dam facilities, ranging in age from essentially original equipment to that which is electronic state-of-the-art resulting from major rehabilitation and updating.
  • Schedule day-to-day maintenance and repair work.
  • Participate in short-term and long-term preventive maintenance and repair/replacement planning.
  • Perform complex troubleshooting, diagnostic maintenance inspection and repair work; and, provide technical direction to other full time and seasonal lower-graded personnel assigned to assist in the accomplishment of repair and maintenance work.
  • Maintain overall site responsibility for maintenance and repair operations extends also to maintenance, repair, and replacement of parts, systems, equipment or basic structure items normally associated with buildings and grounds at the facility.
  • Perform locking of boats and dam gate operations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Must comply with Drug Abuse Testing Program requirements. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • Must possess and maintain a valid stateside driver's license.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Lock and Dam Equipment Mechanic~ without more than normal supervision. Failure to meet this Screen out Element will result in an ineligible rating.

WY-08: To meet the screen out element, applicants should document experience and/or show the ability to: perform common tasks such as mechanical and electrical maintenance and repair, painting, machining, carpentry, and general maintenance and repair, and perform cleanup tasks such as cleaning tools, machines, and equipment at an entry level under close supervision.

WY-10: To meet the screen out element, applicants should document experience and/or show the ability to: perform common tasks such as performing general maintenance and repair on lock and dam (or comparable industrial facility) equipment and machinery, and the ability to troubleshoot, replace and repair electrical, electronic, hydraulic, and mechanically interrelated facility equipment and controls at an intermediate level under minor supervision.

WY-11: To meet the screen out element, applicants should document experience and/or show the ability to: perform tasks such as performing general maintenance and repair on lock and dam (or comparable industrial facility) equipment and machinery, and the ability to proficiently troubleshoot, replace and repair electrical, electronic, hydraulic, and mechanically interrelated facility equipment and controls at a journeyman type level with little or no supervision.

  • Physical Effort: Work requires frequent standing, stooping, stretching, climbing and crouching. Lifts and carries items weighing up to 50 pounds. Uses coordination of eyes, hand and feet, and also of legs and body in installing, repairing, or testing equipment in confined areas such as manholes. Climbs ladders and poles.
  • Working Conditions: Work is performed both inside and outside during the day and at night, as required by emergencies, on high structures over water that is frequently turbulent, in the proximity of moving machinery and high tension electrical wires, and on scaffolds or slings. Occasionally works behind bulkhead or in tunnels below water level. Is subject to falls, drowning, electrical shocks, injury and discomfort, exposure to moving equipment, machinery, loud noises, inclement weather, and dangerous icy conditions. Uses safety equipment such as life vest, protective hearing devices, hard hat, hard-toe shoes, respirators, and protective clothing.
