Major Duties: This is not an all-inclusive list

A DIRECTOR OF INSPECTIONS, GS-1801-12, 1. Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander's Inspection Program (CCIP). Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Oversees compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. Develops and communicates a continuously evaluated Risk Based Sampling Strategy (RBSS). The RBSS is designed to provide commanders a tool to use when determining resource allocation to areas of concern to help identify undetected non-compliance. Authors and approves IG inspection reports, which communicate to commanders at all levels the status of compliance within their organization as well as the unit(s) ability to accomplish their tasked mission(s). Delivers post-inspection assertions directly to the Wing Commander for grading, performance, and compliance for all inspection activities in a formal written report with detailed deficiencies, recommendations, and strengths. Develops and incorporates inspection strategies that are utilized throughout the wing, incorporating multiple systems, including but not limited to, Management Internal Control Toolkit (MICT), Inspector General Enterprise Management System-Classified (IGEMS-C), IGEMS, and readiness reporting tools. Oversees gatekeeper functions are being accomplished and continuously communicated to Higher Headquarters (HHQ). Continuously analyzes inspection processes, and procedures to ensure commanders intent is being achieved, autonomously adjusts processes as required. Provides direction and oversight of internal and external inspections, audits, evaluations. Oversees the preparation and adequacy of wing inspection team (WIT) members tasked to assist with inspections.
2. Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. Works directly with commanders at all levels to determine scope, scale, rigor, relevance, recurrence, and reporting (S2R4) of unit exercises. Constructs exercise scenarios that challenge each unit to test their capability to complete their mission essential tasks (METs) in different stages of degradation. Oversees exercise scenario development which may include G-MAJCOM(s), state and wing exercise participants to meet G-MAJCOM(s) and/or combatant command(s) force-wide exercise requirements. Directs inputs and simulation injects regarding the environment, scenario, and operational ability to keep exercises realistic to meet mission objectives. Research and develops creative exercise techniques, often, leading to the use of external units and other services to help achieve mission driven objectives. Leads coordination efforts across multiple units and services to leverage their strengths and capabilities to enhance unit exercises. Coordinates with exercise partners to find methods and scenario injects to enhance guest units' training/exercise opportunities. Develops and incorporates evaluation strategies that are utilized throughout the wing, strategies will leverage multiple methods of observation to include written and oral questions, to hands on observation. Authors and approves exercise reports, which is written to communicate to commanders the level readiness within their organization as well as the units' ability to accomplish their tasked mission(s). Trained in derivative classification; utilizes security classification guides to determine classification level of inspection and exercise material and ensures appropriate use of IGEMS-C. Develops and manages the after-action report (AAR) process, which are designed to capture lessons learned and strengths after each exercise is concluded whether internal to a unit or wing wide. Directs the actions of exercise evaluators, providing appropriate guidance and control over exercise planning, conduct, execution, and reporting processes.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May be required to successfully complete a probationary period.
  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • In addition to high analytical abilities, should have expert knowledge of applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative, and technical programs.
  • Encouraged to have experience in providing direction and oversight of internal and/or external inspections, audits, evaluations, reviews, exercises, and analyses to determine unit effectiveness and efficiency.
  • Highly encouraged to have experience serving as the focal point for interpreting, developing, and implementing program policies at least at a squadron-level, to include long-range strategic plans.
  • This is a Testing Designated Position (TDP).

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
GS-12 and above - Must have 1-year specialized experience equivalent to at least the next lower grade. Experience to include: Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). Responsible for organizing and analyzing data from inspections and exercises across the DoD with the goal of identifying and communicating trends. Determines how many inspections/exercises can be accomplished based on available manpower and resources. Conducts IG complaint, Fraud, Waste and Abuse (FWA), and whistleblower intake by interacting directly with unit members and employees, protects confidentiality of complainants, and ensures a thorough and complete complaint is presented to the IG.

Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effective.

Knowledge to ensure operational, contingency, and mobilization plans adhere to policy and direct the effective use of wing resources.

IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment. Must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. Recommend completion of the NGB/IG Advanced Course within one year of appointment.

  • Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency. This does not apply to Temporary Technicians or Temporary Employees
  • Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
  • Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR.
  • Area 4: All federal re-employable eligible employees. (used as a way to attract federal experience without considering all U.S. Citizens - can reach retirees)
  • Area 5: U.S. Citizens (to include current ARNG and ANG members.)
Basis for Rating Area 5: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligible are listed ahead of non-preference eligible within each quality category.
  • Best Qualified. Candidates in this category possess exceptional skills and experience to exceed well above the minimum requirements for the announced position.
  • Well Qualified. Candidates in this category possess good skills and experience above the minimum requirements for the announced position.
