There is a vacancy for an attorney to serve as Assistant Counsel, Navy Recruiting Command (NRC), Millington, Tennessee. This is a newly established position, located aboard Naval Support Activity, Millington, Tennessee. NRC is charged with the responsibility to attract, influence, and hire the highest quality candidates from America's diverse talent pool. NRC has three subordinate Region Command's, 26 Navy Talent Acquisition Groups (NTAGs), 5 Reserve Talent Acquisition Groups (RTAGs), and one Navy Orientation Recruiting Unit (NORU). NRC has a critical mission of providing support for over 1,330 recruiting stations around the world with a workforce of 6115 uniformed personnel, including recruiters, 746 support staff which includes 608 Federal Employee positions, which are located in all 50 states and also in Guam, Puerto Rico, Virgin Islands, Japan, Italy, and Germany.

The major responsibilities for this position include serving as assistant to the command counsel in providing legal advice and guidance in the full range of OGC areas of practice to support the DON's recruiting mission, including supporting and securing DON interests in administrative and other litigation, including federal court litigation.

NRC is an Echelon III command currently led by a two-star Admiral. The Assistant Counsel provides the full spectrum of legal advice to the NRC staff and subordinate activities. This position is part of the Office of the Assistant General Counsel, Manpower and Reserve Affairs (OGC, M&RA) and Office of Counsel, Naval Education and Training Command (NETC). The position will report to the Counsel, NRC, who is under the supervision of Counsel, NETC. The primary responsibilities of this position will be to provide advice and representation in the areas of standards of conduct/government ethics, litigation, contracts, civilian personnel law, fiscal law, Freedom of Information Act (FOIA) /Privacy Act, legislation, and administrative law, including administrative investigations.

This position will be filled under the General Schedule (GS) pay scale at the GS-13 or -14 level, depending on the qualifications of the successful applicant, and will have a full performance level of GS-14. To be eligible for selection at the GS-13 level, the applicant must have in excess of two years of recent and relevant professional legal experience. To be eligible for selection at the GS-14 level, the applicant must have at least three-and-one-half years of recent and relevant professional legal experience. Pay will be set commensurate with the successful candidate's qualifications and available funding.

Must have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated on: (1) the depth, breadth and quality of their experience in one or more OGC practice areas; (2) their research, analytical, writing and oral communication skills; (3) interpersonal skills, including the ability to work both independently and as part of a team; (4) the ability to work well with clients by developing strong attorney-client relationships and provide advice to senior client; and (5) demonstrated ability to successfully manage a very busy workload with the agility to appropriately handle a widely diverse range of legal issues in a fast-paced environment with little direct supervision. Familiarity with Department of the Navy organization, processes and procedures is not required, but is desirable. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are highly desired.

The successful applicant must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court, and be eligible to obtain and maintain a Secret security clearance. Periodically, travel may be required.
