Duties

Help

  • Serves as the principal advisor in all matters pertaining to the United States Air Force Academy (USAFA), to the Deputy Assistant Secretary (Force Management and Personnel), Office of the Secretary of the Air Force.
  • On behalf of the DAS, monitors, evaluates, and supports Headquarters Air Force's (HAF) management and oversight responsibilities in regards to USAFA.
  • Initiates and participates in the design and development of strategic plans, policies, and programs which support the Air Force Academy, and the Department of Defense commitment to the education, training, and development of future Air Force Officers.
  • On behalf of the DAS, oversees Air Force performance of the range of USAFA related activities and initiatives, which are of significant national, and DoD interest (e.g., sexual assault, cadet climate and culture, officer development system, uniform code of military justice, degree granting programs, faculty and staff selection and retention, language training, etc.)
  • Represents the DAS and/or the Assistant Secretary (Manpower & Reserve Affairs) on intra-governmental committees to gain support and cooperation in achieving Air Force goals and to promote the enhancement of Air Force goals of developing moral, ethical officers for the future. Schedules meetings, sets agenda topics, and facilitates both the monthly two-star level General Officer Steering Group (GOSC) and the quarterly four-star level Executive Steering Group (ESG).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include: Oversight of programs and services, accessions policies, assignments, graduate education, officer development, and performance management; initiating and developing strategic plans, policies, and programs in support of organizational objectives; managing all policy/program aspects involving cadet candidates, cadets, cadet families, Congressional staffs, and faculty dynamics; preparing recommendations for legislative change, Congressional testimony to translate legislation into policy goals, actions, and services and to prepare sound positions on complex issues.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of the specialized areas of accessions policy, assignments, graduate education, officer development, physical development, character development, and performance management especially as they apply to the organizational environment of the Department of Defense, sufficient to initiate and develop strategic plans, policies and programs to support USAFA; policies dealing with cadet candidates, cadets, cadet's families, Congressional staffs, faculty, staff, and HAF staff issues and the dynamic mission/organization/individual interface; and to serve as the recognized professional authority on the major public issues facing USAFA; sexual assault, cadet climate and culture, officer development system, uniform code of military justice, degree granting programs, faculty and staff selection and retention, language training, etc.
2. Ability to think strategically, to be innovative, and to work independently in plans and policy development. Demonstrate ability to assess complex policy alternatives against political and organizational realities and manage intricate projects from start to finish with little or no guidance.
3. Skill in both written and oral communications sufficient to present findings and recommendations to Air Force leadership at the four-star level, and to interface professionally with Member of Congress, to prepare recommendations for legislative change, draft Congressional testimony, to translate legislation into policy goals, actions, and to prepare sound positions on complex issues.
4.Skill in planning, organizing and directing team research/projects leading to substantive proposals for change in policy or procedures. Skill in negotiating where the proposals may involve substantial conflict with opposing views.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
