The Chief Digital and Artificial Intelligence Officer (CDAO) is the senior Department of Defense official responsible for the acceleration of the DoD's adoption of data, analytics, and artificial intelligence to generate decision advantage from the boardroom to the battlefield. The mission of the CDAO Acquisitions Division is to provide rapid, effective and efficient acquisition support to CDAO and Joint Warfighters.

Incumbents typical work assignments may include the following:

  • Prepares the execution plan for assigned budget and programs.
  • Provides expert analysis on all budget and cost analysis activities.
  • Represents the organization on budget negotiating groups.
  • Analyzes the budgetary impact of new or revised legislation, policies, and procedures.
  • Develops local budget policies based on interpretation of circulars, directives, and regulations.

  • This is a National Security Position has been designated as Top Secret/SCI. Incumbent is required to obtain and maintain a Top Secret/SCI security clearance.

  • This position requires incumbent to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
  • Position requires temporary duty (TDY) business travel as needed by the position.
  • In accordance with DOD Instruction 1300.26, Operation of the DOD Financial Management Certification Program, this position requires Level 2 Certification under the DOD Financial Management (FM) Certification Program.
  • This position may be eligible for remote work. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience:

To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: formulating and executing a budget to support program goals and objectives and identifying and analyzing and resolving budgetary problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met at the closing date of this announcement.

Education

There is no substitution of education for the qualifying experience at the GG-13 grade level.

  • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • A three year probationary period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • Telework availability will be based upon the mission requirements and supervisory determination
  • This is a covered position and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).
