Duties

Help
  • You will serve as a Financial Technician in the Accounting/Billing Branch (N00FM4A), Comptroller, Financial Management Office (N00FM) at Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMSLANT).
  • You will examine, verify, maintain, and reconcile accounts and accounting data, compile, and prepare reports for review and analysis.
  • You will perform technician work in support of budget analysis and administration such as maintaining ledgers, budget formulation, compiling, consolidating, checking, and arranging funding data.
  • You will retrieve, process, and track data via electronic and manual means form vendors and other resources.
  • You will confirm data is in standardized format acceptable for upload.
  • You will retrieve data from the division’s approved billing system to provide command activity monthly reports and to provide billing data for the processing of financial transactions.
  • You will retrieve, track, and resolve command activity inquiries via phone or electronic email boxes.
  • You will process incoming US mail, including vendor invoices.
  • You will execute funding documents for budgeted direct and reimbursable programs in accordance with applicable laws, regulations and guidelines, including audit readiness.
  • You will accept, certify/validate invoices in Wide Area Work Flow.
  • You will perform obligation validation review on current and prior year execution.

  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

GG-05:

-Experience making and verifying arithmetical computations
-Experience using Microsoft Excel or similar applications.
-Experience preparing budgetary reports through accounting systems.

-Experience making billing adjustments.
-Experience using good organizational skills and habits.


This position is within the Work Category TECHNICIAN AND ADMINISTRATIVE SUPPORT at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-0503-05.

GG-06:

-Experience using good proofing skills in order to ensure quality of the work product and prevent or reduce the need for rework.
-Experience reporting, processing, and keeping records of budgetary transactions.
-Experience recording financial data in an automated system.

-Experience examining documents for accuracy and compliance with government regulations.

This position is within the Work Category TECHNICIAN AND ADMINISTRATIVE SUPPORT at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-0503-06.

GG-07:

-Experience learning processes and building on that understanding to perform more complex duties.
-Experience making billing adjustments as required.
-Experience accepting verifying, and certifying vendor invoices.

-Experience processing and tracking billing transactions.

This position is within the Work Category TECHNICIAN AND ADMINISTRATIVE SUPPORT at Work Level FULL-PERFORMANCE, Series and Grade GG-0503-07.

GG-08:

-Experience applying administrative rules, regulations, and procedures associated with budgetary transactions.
-Experience preparing budgetary reports for review and analysis.

-Experience maintaining financial ledgers.

This position is within the Work Category TECHNICIAN AND ADMINISTRATIVE SUPPORT at Work Level FULL-PERFORMANCE, Series and Grade GG-0503-08.

GG-09:

-Experience resolving budgetary discrepancies, preparing reports, and making recommendations on how to resolve the discrepancies.
-Experience consolidating and reconciling information in support of time-critical data calls and projects.

-Experience executing funding documents for budgeted direct and reimbursable programs.
-Experience examining, verifying, maintaining, and reconciling accounts and accounting data.

Successful completion of at least four full academic years of education above high school.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
