This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, IHSC Credentialing and Privileging Unit (ICPU). The incumbent will report directly to the Deputy Chief, ICPU.

This position is only open to current USPHS officers.

DUTIES AND RESPONSIBILITIES:

  1. Administrative duties include:
    • assists with development and updates to unit/agency policy and standard operating procedures for credentialing and privileging to ensure compliance with program regulations.
    • assists with establishment of clear goals and objectives, implements, and maintains the agency's credentialing and privileging operations to promote integrity of clinical providers.
    • work closely with the IHSC Resource Management Unit to ensure payment of required verifications to include licensure. education, training. board certification, etc.
  2. Consults, plans, directs, reviews and coordinates administrative unit activities including:
    • monitor the status of individual professional licensure, certification, and/or national registration for all health care providers.
    • verify that annual or other training/licensure is completed on a timely basis, and that credential files are updated to reflect the current status of all staff.
    • prepare monthly/ad hoc reports to identity status of employee's provider license, certification, and privileging status, gaps in data or credentials, any credentials/certifications that are lapsing, and the status of employee credential files.
    • prepare and generate healthcare practitioner and other staff credentialing packets and provide guidance and instruction to ensure timely completion.
    • the incumbent processes the credentialing functions for appointment, reappointment, change in status of appointment and/or peer review processes for Licensed Independent Providers (LIPs), Licensed Supervisory Practitioners (LSP) and Non-LIPs to include all full-time, part-time, without compensation (WOC) and contract (consulting and attending).
    • conducts verifications from a wide variety of sources. as needed, to verify the credentials and suitability of candidates and local community providers and/or clinics across the United States to include but not limited to: National Practitioner Database. OIG/GSA, National Sex Offender Registry. and American Data Bank.
    • verifies/validates employment experience, education, licensure, residency and other training, specialty board certification or current eligibility, and any other information from a resume, curriculum vitae, etc. as needed.
    • ensures proper entries/documentation/maintenance of physical and digital files contained in the IHSC and DHS databases and other systems as required by agency policy or national regulations to ensure data integrity.
    • apply specialized knowledge of basic principles and practices related to the management
      of health care delivery systems.
    • apply thorough knowledge of general administrative principles, practices, processes and techniques; and applies this knowledge to solve problems and meet requirements specific to the ICPU.
  3. Promotes quality improvement and manages risk to the agency by:
    • facilitates credentialing and privileging of healthcare providers, maintaining a tracking system, and ensures compliance with practice agreements, clinical privileges competency, peer reviews and pertinent information identified by program standard guidelines.
    • reviews and may assist with coordinating Risk Management/Adverse Actions cases related to credentialing and privileging.
    • works closely with the Deputy Chief, ICPU and the Unit Chief, ICPU, to provide updates on the status of credentialing/privileging activities and notify them of the outcome.
    • assists with development of conclusions and recommendations necessary to implement the objectives and policies of the DHS Office of Health Affairs and the IHSC DAD ADMIN. The incumbent uses initiative in carrying out assignments and independently develops solutions to deviations, problems or unusual situations.

Qualifications

PHYSICAL DEMANDS:

  1. Must be able to perform duties in a fast-paced environment without physical limitations.
  2. Sitting and/or standing for extended periods of time [6-8 Hours].
  3. Performing repeated bending motion.
  4. Average manual dexterity for computer operation.
  5. Phone/laptop use for telephonic/virtual meetings for extended periods of time.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Bachelors' degree in a clinical or healthcare administration profession; Master's preferred.
  2. Minimum three years of program management experience.
  3. Demonstrates a customer service focus in interpersonal interactions.
  4. Strong communication skills with demonstrated ability to clearly and effectively communicate both orally and in writing.
  5. Demonstrated ability to maintain confidentiality of information; exercise judgment and discretion in handling and disseminating information.
  6. Ability to grasp conceptual ideas and use critical thinking skills in situations where consultation and evaluation are needed to offer sound suggestions/guidance; provide guidance/suggestions potentially with short notice.
  7. Demonstrated initiative, ability to function with high degree of independence, and followthrough on taskings, projects and other work commitments.
  8. Strong interpersonal skills and ability to work effectively at all levels in a collaborative team environment.
  9. If you have an unrestricted medical or clinical license in any State, the District of Columbia or territory of the United States, it must be maintained.
  10. Continuing education requirements must be met as required for licensing and board certification maintenance. (It is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain currency. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within and at the direction of the agency.)
  11. If a clinician, you will be placed on a rotational internal TDY schedule to assist with field clinical operations and obtain clinical hours.
  12. Maintains basic readiness status including CPR/BLS certification.
  13. Follows supervisory chain of command.
  14. Flexibility and adaptability to sudden changes in schedules and work requirements.
  15. Intermediate or advanced knowledge of computerized databases, sources, and reporting methodologies. Proficiency in MS Office applications and SharePoint preferred.

Additional information

As the Credentialing Specialist, the incumbent will assist with management of the IHSC credentialing and privileging program to ensure all healthcare providers within and supporting ICE are appropriately and legally licensed and/or credentialed consistent and compliant with applicable regulations and guidelines, IHSC requirements and DHS policy.

SUPERVISORY CONTROLS:
The Credentialing Specialist works under the direction of the Deputy Chief, ICPU. The employee receives very general direction from the Credentialing and Privileging Unit Deputy Chief, who outlines assignments and projects, establishes timeframes and provides general guidelines for completion of work. The employee independently develops work plans for the accomplishment of assigned objectives, carries out, assignments and advises the supervisor of changes, precedent setting or controversial issue.

Establishes clear goals and objectives, implements, and helps to maintain the agency's credentialing and privileging operations to promote integrity of clinical providers. Involved in all aspects of the administration of the credentialing and privileging program and works independently; assists with the resolution of credentialing and privileging program problems. Reports directly to the IHSC Credentialing and Privileging Unit Chief.

The employee plans and organizes his/her own work, determines the sequence of assignments, selects and develops methods, and seeks assistance from experts only rarely; works independently to resolve complex and unusual issues, through research, analysis and action; assists with development of conclusions and recommendations necessary to implement the objectives and policies of the DHS Office of Health Affairs and the IHSC DAD ADMIN. The incumbent uses initiative in carrying out assignments and independently develops solutions to deviations, problems or unusual situations. The incumbent Assignments are usually long-term, recurring, or broadly defined. The supervisor reviews completed work for soundness of overall approach, effectiveness in meeting requirements or producing expected results, the feasibility of recommendations, and adherence to requirements, and compliance with policies pertinent regulations, civilian accreditation agency requirements and standing operating procedures.

The incumbent monitors, reviews, and maintains programs of agency level and of nationwide scope and importance; programs directed are essential to the integrity of clinical care provided by the agency at ICE detention facilities or within the local community network of providers across the nation.

A moderate number of guidelines may be applicable to some parts but not all parts of assignments and may contain some inconsistencies and be partially unconfirmed. The incumbent uses judgment in interpreting and adapting guidelines such as agency, national, PHS policies, regulations, precedents, and work direction for application to specific cases.

In addition to contacts with internal agency units/internal/external providers across the nation at either ICE detention facilities or at local community provider networks, internal stakeholders such as agency attorneys, that include establishing contacts with persons in other Federal Departments or local communities, in order to explain, coordinate, interpret and seek support for policies, procedures, programs, plans or individual actions in which an extensive amount of explanation and tact is required.
