Summary

This position is located in the USDAs Office of Chief Information Officer (OCIO), Cybersecurity and Privacy Operations Center (CPOC).

The Cyber Strategy and Policy Officer (CPOC) monitors and protects USDA's systems by keeping abreast of new threats to both existing and new technologies. The center's oversight extends to various areas of cybersecurity, including infrastructure, privacy programs, safeguarding the confidentiality and the integrity of our most sensitive assets.

Duties

Help
  • Develops and maintains cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives.
  • Design/integrate a cyber strategy that outlines the vision, mission, and goals that align with the organization's strategic plan.
  • Provide policy guidance to cyber management, staff, and users.
  • Prioritize building the capacity and mechanisms to collaborate with critical infrastructure owners and operators to identify, understand, and mitigate threats, vulnerabilities, and risks to respective sectors.
  • Provide independent, strategic, and actionable consensus recommendations to the CISO on a range of cybersecurity issues, topics, and challenges.
  • Develop a resource-informed Sector Risk Management Agency (SRMA) cybersecurity plan to mature capabilities, improve processes, and make use of technology solutions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

IT Competencies:
Individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail-Is thorough when performing work and conscientious about attending to detail.
2. Customer Service-Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication-Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving-Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:
Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is demonstrated experience 1.) Leading the development of cybersecurity plans, strategy, and policy 2.) Leading organizational cyber initiatives and 3.) Leading investigation into cyber regulatory compliance organization wide.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education at the GS-15 grade level.

- Duty location: If selected, candidates who live in the Washington, DC local commuting area will be expected to report to the Washington, DC office and may be offered telework.
- The salary ranges vary according to the geographic area locality adjustments; therefore, rates advertised represent base pay only as pay will depend upon the selectee's duty location. Please see the 2024 General Schedule (GS) Locality Pay Tables for more information.
