Summary

Serves as Budget Officer and technical advisor to the Chief of the Resource Management Office (RMO). Provides the full range of budget subject matter expertise and performance validation to the Resource Management Budget Team. Provides technical oversight of the District's overall budgetary management system and ensures the development of plans and policies to implement higher headquarters directives for budget functions and financial operations.

Duties

Help
  • Assigning work to employees based on selective considerations of such factors as the difficulty and requirements of assignments.
  • Following administrative techniques to generate and track information in financial management system.
  • Preparing and maintaining the budget allocation levels and operating plans to meet the mission and objectives of the office.
  • Planning, formulating, justifying, implementing, and administering budget and financial management activities for both short-term and long-range programmatic plans and budgets.
  • Researching, analyzing, and interpreting appropriations law to apply statutory/regulatory guidelines for budget justification.
  • Establishing financial management procedures for continual review and surveillance of fund subdivisions and limitations to preclude occurrences of over-obligation of funds.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience is defined as: Preparing budget estimates; formulating, presenting, and executing short- and long-range budgets; monitoring obligations, appropriating funds, and validating expenses; developing internal budget policies and procedures; preparing budget estimates and projections; and serving as a budget advisor, explaining budget policies, and ensuring budgetary data follows organizational regulations and regional policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

*** Financial Management Certification:Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Education
