Duties

Help

  • The purpose of this position is to provide analysis, validation, processing, and correction of financial transactions and issues/discrepancies involving the full range of accounting services.
  • Performs broad in-depth analysis on multiple management systems and applies this information to complicated precedent type cases to resolve especially difficult and sensitive, out of balance conditions associated with processing actions within accounting systems.
  • Uses fiscal accounting and related interfaced systems to provide input/adjustments to the fiscal accounting database of record and the interoperable feeder systems of logistics, contracting, pay, travel, accounts payable, disbursement and interfund automated systems.
  • Traces transactions, identifying the source(s) of discrepancies, develops corrective actions required to bring accounts into agreement, ensures the accuracy of adjusted accounts, and recommends actions to prevent recurrence of similar discrepancies involving a multiplicity of interrelated systems.
  • Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments in accordance with fiscal laws, regulations, precedent decision, and standard operating procedures.
  • Coordinates with the financial program management personnel to resolve issues and / or prevent accounting errors.
  • Performs fact finding, research, and investigations to identify, analyze and recommend solutions regarding fiscal accounting activity.
  • Performs other duties as assigned.

CONDITIONS OF EMPLOYMENT & NOTES:

- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- May occasionally be required to work other than normal duty hours; overtime may be required.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
- Certification Level 1: THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the 24 months may subject the incumbent to adverse action.

Qualifications

GENERAL EXPERIENCE: Applicant must have a high school diploma or equivalent and experience, education, or training involving arithmetic principles, attention to detail, and application of established procedures for recording and compiling data. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: To qualify at the GS-08 level, you must have at least 18 months and/or one year of equivalent to the GS-07 level of experience, education, or training of total accounting procedures. Experience planning, organizing, and coordinating work to resolve problems that occur. Possess experience entering and retrieving data into an automated accounting system. Must be proficient in MS Word and MS Excel.

Education

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.
