Duties

Help
  • You will serve as an IT Specialist (NETWORK/INFOSEC) in the Networks Division (N65-NC3), Communications and Information Systems Department (N6), at Naval Cyber Defensive Operations Command (NCDOC).
  • You will perform regularly scheduled maintenance activities as prescribed by the Maintenance and Material Management (3M) program as it pertains to network operations.
  • You will configure, secure, and optimize switches, and routers; monitor network performance; perform network diagnostics; analyze network traffic patterns; and install network software fixes and upgrades.
  • You will evaluate and advise on designs, cost estimates, and associated documentation presented by other engineers and architects within and outside the organization.
  • You will test equipment, solve operating problems, and estimate the time and cost of engineering projects.
  • You will perform regularly scheduled maintenance activities as prescribed by the 3M program as it applies to cyber defense infrastructure support.
  • You will test, implement, deploy, and maintain infrastructure, hardware, and software.
  • You will plan, implement, and operate network services, physical or virtual systems.
  • You will establish and manage user accounts and backup and recovery tasks.
  • You will ensure system hardware is configured according to specifications provided by system designers and guidelines, orders, and directives.
  • You will contact vendor engineers, computer hardware specialists, and systems software specialists to determine the cause of problems outside the scope of locally available problem-solving methods.
  • You will install, configure, and maintain operating systems components.

  • This is a Cyberspace Workforce position, work role code 441, proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:

1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Installing and configuring hardware, software, and peripheral equipment for system users in accordance with organizational standards.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Providing cybersecurity recommendations to leadership based on significant threats and vulnerabilities.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Providing cybersecurity guidance to leadership.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Working with stakeholders to resolve computer security incidents and vulnerability compliance.

In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:

GG-11:

-Experience installing, configuring, and troubleshooting applications.
-Experience utilizing network devices and infrastructure to include switches, routers, firewalls, or similar devices.
-Experience analyzing essential network data such as router configuration files, or routing protocols.

This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-2210-11.

GG-12:

-Experience analyzing, configuring and/or troubleshooting routing and switching protocols.
-Experience applying information security systems engineering principles and processes.
-Experience creating policies that enable systems to meet performance objectives.
-Experience maintaining secure configurations of systems and software.

This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-2210-12.

GG-13:

-Experience performing security reviews, identify gaps in security architecture, and develop a security risk management plan.
-Experience implementing security measures to resolve vulnerabilities, mitigate risks, and recommend security changes.
-Experience applying operational and technical security controls while adhering to operational security policies and procedures.
-Experience ensuring all systems security operations and maintenance activities are properly documented and updated.

Education

GG-11:

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR

Completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR

Graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
